boys’ sports be given equal access to resources such as athletic fields and sports
equipment. This law covers programs run directly by park and recreation
departments as well as programs offered by third-party youth sports organizations
that use park and recreation facilities.

The Fair Play Act is not the same as Title IX used in colleges and universities. It is
not reflective of females or males getting priorities to make up for other gender-
dominated sports (i.e., the number of football scholarships equal to the number of
female scholarships offered across several sports). An example of the Act in
practice would be softball having access to designated softball fields as baseball
has access to designated baseball fields.

3. Q: Sports Organization Co-Sponsor member – I’m wondering if the Parks and
Recreation Committee should have some oversight on the Co-sponsor status.

A: The Parks and Recreation Commission, along with City Council, approved the
Sports Co-Sponsorship requirements resolution. This document will be used by
City staff to determine co-sponsorship status. If a group meets all requirements,
they can receive co-sponsored status through the application process.

4. Q: Pleasanton Police Non-Emergency line – It seems like there should be some
staff members available for non-business hours for locked gates, missing goals,
etc. Maybe it rotates amongst the staff?

A: If any member of the public calls non-emergency dispatch with a need, PD
Dispatch will answer 24 hours a day and utilize a City-wide call-out list. Library and
Recreation areas of oversight are part of the call-out listing. Staff members would
be called out from Dispatch to assist with the issue.

5. Q: Ken Mercer Sports Park used to have a staggered closure over a period of time
(i.e. start with Fields 12, 10, and 9 for maintenance in order to keep fields open as
long as possible). We are really hurting for field space November – February and
any assistance in alleviating this strain would be appreciated. Should there be
some pre-determined stated lead time for adjustments in the field allocation
process? “City has the right to make adjustments in the field allocation process
with 7 days advance notice” or something to that effect.

A: The closure schedule in the handbook provides a framework to help groups
schedule league games appropriately, as well as assist Parks in scheduling
equipment, staffing, and products to maximize off-season work. In years past, we
have staggered the field closures, primarily at Sports Park. This past Fall 2023, we
worked with Parks to stagger closures at the Sports Park and allow for completion
of the BUSC season, including one successful team whose season was extended.
In the event of rainy seasons, staff will continue to work with groups to best
accommodate field needs. Parks Division does not have a problem with continuing
