BACKGROUNO The City Attorney advises the City Council and staff on all legal matters pertaining to City business. (See Cal. Government Code $41 801 .) Daniel Sodergren has served as Pleasanton's Crty Attorney since 20'16, has 34 years of legal experience, and has represented cities throughout the Bay Area. DISCUSSION Mr. Sodergren, with staff attorneys and outside counsel that he manages: advises on housing and land use law; interprets the application of federal and state laws; defends the City against lawsuits and claims; initiates litigation in the interest of the City; writes all ordinances and reviews all resolutions and contracts; advises elected and appointment officials; provides advice on land use, public contracting, open meeting laws, the Public Records Act, conflicts of interests, the California Environmental Quality Act (CEOA), and other areas of law. The last amendment (the Fourth Amendment) to Mr. Sodergren's contract was in 2022. This Fifth Amendment would provide for a salary increase of: six percent effective December 19,2023, which would be $280,476 annually; and then four percent effective June 15, 2024, which would be $291,695 annually. Without this amendment, Mr. Sodergren would be below average in a salary survey of Bay Area city attorneys. FISCAL IMPACT This contract amendment can be paid for from available resources in the City Attorney's Department of the General Fund.
