<br />4 <br /> <br />Proposal <br />Deliverable <br />• Electronic copy (via email in Microsoft Word and PDF) of the Project Description to City <br />Task 3: Peer Review Applicant-Provided Technical Studies <br />FCS has received the following applicant-provided technical studies to support the preparation of the <br />IS/Consistency Checklist: <br />• Air Quality Technical Report <br />• GHG Emission Compliance Checklist <br />• Biological Resources Analysis Report (BRA) <br />• Cultural Resources Assessment (CRA) <br />• Hydrology and Hydraulics Calculations <br />• Hydromodification Calculations <br />• Stormwater Requirements Checklist <br />• Rainwater Harvesting and Use Feasibility <br />Worksheet <br />• Design-level Geotechnical Report <br />• Noise and Vibration Assessment <br />• Vehicle Miles Traveled (VMT) Assessment <br />This Scope assumes that the City will provide review of the Transportation Analysis, the Hydrology and <br />Hydraulics Calculations, the Hydromodification Calculations, the Stormwater Requirements Checklist, the <br />Rainwater Harvesting and Use Feasibility Worksheet, and the VMT Assessment. For the studies not being <br />reviewed by the City, FCS will peer review the applicant-provided technical studies, as listed above, to <br />verify their adequacy for purposes of CEQA and to ensure consistency among technical reports and <br />accuracy in the representation of project-related information. A site visit to confirm information <br />provided as part of the BRA and CRA is included as part of this task. <br />FCS preliminarily reviewed the applicant-provided studies, and determined that the BRA, the CRA, and <br />the VMT Assessment will need to be revised to be adequate for the purposes of CEQA. FCS will provide a <br />combined peer review memo for the BRA and CRA outlining the inadequacies/inaccuracies of said <br />documents. The applicant team will be responsible for submitting the necessary revised technical studies <br />back to the City and FCS prior to the preparation of the Administrative Draft IS/Consistency <br />Checklist. This task includes a review of the BRA and CRA to ensure requested changes have been made. <br />Biological Resources Analysis Report <br />Based on our preliminary review, the BRA will need to be updated to incorporate the following: <br />• An analysis of sensitive natural communities, <br />• Quantification of (spatial) impacts for direct impacts to all communities identified in the report, <br />• Consistency analysis with City policies, <br />• Discussion of impacts to invertebrates, <br />• Protocol survey for California red legged frog, <br />• Additional analysis with respect to the Alameda whipsnake; as shown in Exhibit 7 in the report, <br />the site borders critical habitat for whipsnake, <br />DocuSign Envelope ID: 8E6A239C-EFA8-4B71-9925-FD59383F7852DocuSign Envelope ID: 3BEEDA86-3A65-4060-BFF8-BD1CAC784FCC
