<br />5 <br /> <br />Proposal <br />• Analysis of wildlife movement corridors, and <br />• Analysis of how the project would comply with the East Alameda Conservation Strategy <br />Because this is a preliminary review, additional items may need to be included upon completion of the <br />site visit as part of the peer review. <br />Cultural Resources Assessment <br />Based on our preliminary review and given that the CRA was prepared in 1997 and will need to be <br />updated to be compliant with CEQA. The updates should include an updated Northwest Information <br />Center (NWIC) record search. In addition, there was no formal historic assessment of the residence and <br />associated buildings, nor was there adequate information provided regarding the site visit or Native <br />American Heritage Commission outreach. Additionally, the report states that the project site is sensitive <br />for cultural resources but does not provide reasoning. <br />Because this is a preliminary review, additional items may need to be included upon completion of the <br />site visit as part of the peer review. <br />Transportation Analysis <br />The VMT Assessment was prepared in March 2022, prior to the completion of the Housing Element <br />Update FEIR. It is our understanding that the analysis will be updated pursuant to Mitigation Measure <br />TRANS-2. It is also assumed that the applicant team will provide a site access and circulation analysis, <br />which would include an evaluation of the site plan with respect to City standards for vehicular LOS and <br />queueing, service to pedestrian, bicycle, and transit users, and emergency access. <br />Task 4: Preparation of Administrative Draft IS/Consistency Checklist <br />FCS will utilize the City’s 15183 IS/Consistency Checklist template to prepare the Administrative Draft <br />IS/Consistency Checklist. The format will include separate sections for discussion of each CEQA <br />Guidelines Appendix G Environmental Checklist impact category, and it will be adequately supported by <br />exhibits (including color GIS mapping, as appropriate). For checklists questions that do not require <br />individual analysis given project characteristics (e.g., impacts of the proposed project on mineral <br />resources) FCS will combine the analysis, as appropriate.
