<br />7 <br /> <br />Proposal <br />Task 7: Meeting Attendance <br />FCS will meet by phone with City staff and the applicant team during the preparation of the CEQA <br />document to discuss and resolve problems, develop strategies, and participate in communications. This <br />Scope and its associated budget cover attendance by FCS’s Project Manager at six, half hour coordination <br />meetings with the City. This task also includes FCS staff attendance at one Planning Commisssion hearing <br />and one City Council meeting. It is assumed these meetings will not be more than 3 hours each. A not- <br />to-exceed budget has been established to cover meeting attendance. If City staff requests additional <br />meeting attendance by FCS staff, or if the amount of time involved in these meetings exceeds the initial <br />budget allocation, FCS will notify the City of the additional costs and obtain authorization for the extra <br />meeting time. <br />Task 8: Project Management and Coordination <br />In addition to the research, analysis, communications, and report writing tasks described above, FCS will <br />perform a variety of project management duties to ensure that the CEQA document meets the City’s <br />standards of quality and that it is delivered on time and within budget. These duties will include team <br />supervision and coordination, oral and written communications with City staff and the applicant, project <br />accounting, and quality assurance review of all deliverable products by FCS’s Project Director and <br />Technical Editor. These services will also include ongoing support to City staff, such as regular schedule <br />updates and discussions of technical issues. <br />Tasks Outside the Scope of Work <br />The following are tasks FCS has identified as falling outside its Scope for the proposed project. <br />Written Responses to Comments <br />CEQA Guidelines Section 15183 Checklists do not need to be circulated for public review. As such, this <br />Scope does not include time or budget for preparing written responses to comments received. Should <br />City staff request that FCS prepare written responses to comments, a separate scope and fee will be <br />prepared. <br />Newspaper Noticing/Local Noticing <br />FCS assumes that City staff will be responsible for noticing public meetings at which IS/Consistency <br />Checklist may be considered as part of project approval. <br />Notice of Determination Filing/Payment of Fees <br />The CEQA Guidelines do not explicitly state that a Notice of Determination (NOD) needs to be filed in <br />conjunction with the adoption of a Consistency Checklist. However, it is recommended that an NOD be <br />filed with the Alameda County Clerk’s Office within five business days of project approval to ensure that <br />the legal challenge period is limited to 30 days. The NOD filing requires payment of a County handling <br />fee and CDFW filing fee.
