Cultural Resources Assessment Based on our preliminary review and given that the CRA was prepared in 1997 and will need to be updated to be compliant with CEQA. The updates should include an updated Northwest Information Center (NWIC) record search. In addition, there was no formal historic assessment of the residence and associated buildings, nor was there adequate information provided regarding the site visit or Native American Heritage Commission outreach. Additionally, the report states that the project site is sensitive for cultural resources but does not provide reasoning. Because this is a preliminary review, additional items may need to be included upon completion of the site visit as part of the peer review. Transportation Analysis The VMT Assessment was prepared in March 2022, prior to the completion of the Housing Element Update FEIR. It is our understanding that the analysis will be updated pursuant to Mitigation Measure TRANS-2. It is also assumed that the applicant team will provide a site access and circulation analysis, which would include an evaluation of the site plan with respect to City standards for vehicular LOS and queueing, service to pedestrian, bicycle, and transit users, and emergency access. Task 4: Preparation of Administrative Draft IS/Consistency Checklist FCS will utilize the City’s 15183 IS/Consistency Checklist template to prepare the Administrative Draft IS/Consistency Checklist. The format will include separate sections for discussion of each CEQA Guidelines Appendix G Environmental Checklist impact category, and it will be adequately supported by exhibits (including color GIS mapping, as appropriate). For checklists questions that do not require individual analysis given project characteristics (e.g., impacts of the proposed project on mineral resources) FCS will combine the analysis, as appropriate. The Administrative Draft IS/Consistency Checklist will evaluate project impacts against each question on the Appendix G Environmental Checklist, as provided in the Housing Element Update FEIR, and determine whether a potentially significant impact could occur that requires mitigation or if impacts would be less than significant and would not require mitigation.
