In our meeting with Mayor Brown, she did not <br /> have an explanation. In our meeting with Vice Mayor Balch, he gave the explanation that since so many <br /> sites were under consideration, a large fraction of the City's residents would have to receive cards, which <br /> was impractical. That explanation no longer makes sense given that the City just sent out cards for 21 of <br /> the 29 sites. <br /> We again request the City Council to officially change City policy so that yellow cards are sent out to <br /> residents next to sites under consideration for all public meetings regarding the 6th, 7th and future <br /> Cycles. <br /> Keeping the current practice of only sending out yellow cards once all the crucial issues have been finalized <br /> and submitted to the state excludes affected residents from the planning process.
