Page 5 of 7 <br />management, cohesive, attractive site design, public and private improvements, and related <br />economic benefits to the City. <br /> <br />The DA process requires the City Council to determine if a DA is consistent with the General <br />Plan. Based on the information in the report, the Planning Commission found this Fifth <br />Amendment is consistent with the General Plan and has recommended the City Council <br />approve the Fifth Amendment. <br /> <br />BOARD/COMMITTEE/COMMISSION ACTION <br />The Planning Commission held a public hearing on November 8, 2023, to review and provide <br />a recommendation to the Council on the proposed extension of the DA (see Attachment 3). No <br />public comment was received. The proposal was placed on the public hearing portion of the <br />agenda, and the Planning Commission unanimously recommended approval to the City <br />Council. <br /> <br />EQUITY AND SUSTAINABILITY <br />The action directly implements the Housing Element, a key goal of which is to increase <br />housing opportunities, including opportunities for housing affordable to lower- and middle- <br />income residents – both through inclusionary requirements, and creating more opportunities <br />for partnerships with housing developers. The ordinance allowing the DA extension includes <br />performance measures aimed at the completion of the Stoneridge Shopping Center <br />Framework and the shopping center has been identified as a housing opportunity site in the <br />6th Cycle Housing Element Update. <br /> <br />This action also advances the sustainability goals of CAP 2.0, Strategy TLU-3, to advance <br />sustainable land use, and supporting Action E6, which calls for the City to implement the <br />Housing Element, aiming to achieve a balance between jobs and housing, including <br />encouraging transit-oriented development near BART, along transportation corridors and near <br />employment hubs. <br /> <br />OUTREACH <br />Notice of this meeting was sent to property owners and tenants/occupants within 1,000-feet of <br />the site as shown in Attachment 4. At the time of this report’s publication, staff has not received <br />any public comments. Public comments received after publication of this report will be <br />forwarded to the City Council. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the strategic goal of Building a Community Where Everyone <br />Belongs from the recently approved ONE Pleasanton Strategic Plan. It directly supports <br />Strategy 3 under this goal, to complete master planning and CEQA for the Stoneridge Mall <br />Framework to set the stage for future development, by establishing performance milestones to <br />advance the master plan. The action also supports the strategy of implementing the updated <br />2024-2028 Economic Development Strategic Plan initiatives, including retail revitalization and <br />mall redevelopment and business retention and expansion by supporting actions to expand <br />and revitalize Stoneridge Mall. <br /> <br />FISCAL IMPACT <br />There is no cost associated with this Fifth Amendment.
