Proposed screening and weather protection devices shall be reviewed for conformity to these requirements and approved by the Planning Director prior to issuance of a building permit. 22. Only modular newspaper dispensers accommodating more than one newspaper shall be allowed outside of buildings within the development. The design of these dispensers shall be approved by the Planning Director. Dispensers within the public right-of-way shall require an encroachment permit by the Engineering Department. 23. All site improvements and construction activities shall be limited to the hours of 7:00 a.m. to 6:00 p.m., Monday through Saturday. The applicant may submit a request for an extension to these hours to the Planning Director for review and approval, subject to notification of the request of the residents in the area. Interior construction work may exceed these hours, subject to approval by the Planning Director. All construction equipment must meet DMV noise standards and shall be equipped with muffling devices. 24. At no time shall balloons, banners, pennants, or other attention-getting devices be utilized on the site except as allowed by Section 18.96.060K of the Zoning Ordinance for grand openings. At no time shall spot lighting or hot/cold air balloons be utilized on the site. 25. At no time shall campers, trailers, motor homes, or any other vehicle be used as living or sleeping quarters on the construction site. All such vehicles shall be removed from the site at the end of each work day. 26. Final inspection by the Planning Department is required prior to occupancy. 27. If archeological materials are uncovered during grading, trenching, or other on-site excavation, all work on site shall be stopped and the City immediately notified. The county coroner and the Native American Heritage Commission shall also be notified and procedures followed as required in Appendix K of the California Environmental Quality Act. A similar note shall appear on the improvement plans. 28. Portable toilets used during construction shall be kept as far as possible from adjacent properties and shall be emptied on a regular basis as necessary to prevent odor. 29. This design review approval will lapse within one year from the date of approval unless a building permit is issued and construction has commenced and is diligently pursued toward completion or an extension has been approved by the City. 30. Prior to issuance of a building permit, the developer shall pay the required commercial development school impact fee as prescribed by state law and as adopted by the Pleasanton Unified School District.
