Proposed screening and weather protection devices shall be reviewed <br />for conformity to these requirements and approved by the Planning Director prior to <br />issuance of a building permit. <br /> <br />22. Only modular newspaper dispensers accommodating more than one newspaper shall be <br />allowed outside of buildings within the development. The design of these dispensers <br />shall be approved by the Planning Director. Dispensers within the public right-of-way <br />shall require an encroachment permit by the Engineering Department. <br /> <br />23. All site improvements and construction activities shall be limited to the hours of 7:00 <br />a.m. to 6:00 p.m., Monday through Saturday. The applicant may submit a request for an <br />extension to these hours to the Planning Director for review and approval, subject to <br />notification of the request of the residents in the area. Interior construction work may <br />exceed these hours, subject to approval by the Planning Director. All construction <br />equipment must meet DMV noise standards and shall be equipped with muffling devices. <br /> <br />24. At no time shall balloons, banners, pennants, or other attention-getting devices be utilized <br />on the site except as allowed by Section 18.96.060K of the Zoning Ordinance for grand <br />openings. At no time shall spot lighting or hot/cold air balloons be utilized on the site. <br /> <br />25. At no time shall campers, trailers, motor homes, or any other vehicle be used as living or <br />sleeping quarters on the construction site. All such vehicles shall be removed from the <br />site at the end of each work day. <br /> <br />26. Final inspection by the Planning Department is required prior to occupancy. <br /> <br />27. If archeological materials are uncovered during grading, trenching, or other on-site <br />excavation, all work on site shall be stopped and the City immediately notified. The <br />county coroner and the Native American Heritage Commission shall also be notified and <br />procedures followed as required in Appendix K of the California Environmental Quality <br />Act. A similar note shall appear on the improvement plans. <br /> <br />28. Portable toilets used during construction shall be kept as far as possible from adjacent <br />properties and shall be emptied on a regular basis as necessary to prevent odor. <br /> <br />29. This design review approval will lapse within one year from the date of approval unless a <br />building permit is issued and construction has commenced and is diligently pursued <br />toward completion or an extension has been approved by the City. <br /> <br />30. Prior to issuance of a building permit, the developer shall pay the required commercial <br />development school impact fee as prescribed by state law and as adopted by the <br />Pleasanton Unified School District. <br />
