Maintenance of Landscape and Open Space Areas <br /> <br />The residential homeowners' association shall take responsibility for the maintenance of <br />the freeway landscape buffer until such time as the MCOIPD area is 50% developed. At <br />that time, the maintenance association for the "business park" shall be assigned to <br />maintain this landscaped buffer area. <br /> <br />A homeowners' association shall maintain the following areas: <br /> <br />a. common landscape and open space areas within the townhome portion of the <br />development; <br />b. the Street I landscape median and the new Street B landscape median; <br />c. lights, landscaping, bollards, and pavement of the emergency vehicle access; <br />d. the landscape buffer and berm area along the western side of Street A; and <br />e. The landscape buffer strip along Streets K and L. <br /> <br />45. A final landscape plan and irrigation plan shall be submitted to and approved by the <br />Planning Director as part of the final improvement plans. Said landscape plan shall be <br />consistent with the approved landscape plan plus any conditions of approval, and shall be <br />detailed in terms of species, location, size, quantities, and spacing. Said landscape plan <br />shall include the following: <br /> <br />a. All plant material on the freeway side of the soundwall shall be of primarily <br />evergreen, drought-tolerant species, with a limited use of the pine as an accent tree. Trees <br />shall be clustered in natural-looking groupings for maximum screening of buildings and <br />the recreational area. The applicant shall install continuous shrub and groundcover along <br />the soundwall to provide additional screening. <br />b. Trees and shrubs within the townhome area shall be planted for maximum <br />screening of the buildings, maximum buffering between the MCOIPD area and the <br />townhome, patio area privacy, shade in the parking lots and some of the large open space <br />areas, and for color and visual interest among the buildings. The soundwall shall be <br />adequately screened with clusters oftrees and continuos shrub plantings. Shrub materials <br />shall be used generously along building edges and parking area edges. <br />c. The developer shall attempt to use a variety of tree sizes including 36-inch box <br />trees at a 5% proportion of the total.
