<br />III. DEVELOPMENT PLAN <br /> <br />A. Open Space. Architecture. and Desilln <br /> <br />39. The common open space areas of the townhome development shall be improved with <br />amenities including, but not limited to, a spa, picnic tables and benches, overhead shade <br />structure, and a tot lot. Prior to approval of a final map and improvement plans for the <br />first phase of residential construction, the developer shall identify on the landscape plan <br />the type and quantity of open space amenities, subject to the review and approval of the <br />Planning Director. <br /> <br />40. Prior to the issuance of building permits, the plans for the Model 3 house shall show a <br />window towards the rear of the garage. <br /> <br />41. The one-story single-family homes shall comprise at least 20% of the 231 units and <br />that all elevations of all models must be used fairly equally, with no elevation comprising <br />less than 30% of the total number of elevations for any particular model. Prior to the <br />issuance of building permits, the developer shall submit a model release plan indicating <br />the number of each model and elevation to be used for the entire release with a tally of <br />the total models and elevations constructed for each previous release. <br /> <br />42. Prior to the issuance of building permits the plans for the townhome models shall indicate <br />a minimum 20' long interior dimension for all garages. <br /> <br />43. Emergency Vehicle Access <br /> <br />a. The proposed 30 foot wide PSE/EV A from the end of Staples Ranch Drive to the <br />new neighborhood shall be dedicated to the City in fee title but shall be maintained by <br />the homeowners' association. <br />b. The EVA pavement shall be widened to no more than 16' with no less than 7' of <br />landscaping on either side. <br />c. All trees within the EVA shall be placed as close to the masonry wall as possible <br />to ensure that fire apparatus have the needed 13 '6" height clearance. <br />d. Shrub and groundcover shall be installed continuously along the length of the <br />EVA. <br />e. Low level lighting (bollard lights) shall be provided to further ensure pedestrian <br />safety during the evening hours. <br />f.
