All existing wells on the site shall be removed or se ed, filled and abandoned pursuant to <br />Alameda County Ord. 73-68, prior to the start of gr ding operations unless Zone 7 retains <br />specific wells for observation wells, or special pproval is obtained from the City <br />Engineer for temporary use of an existing well for construction water. Any wells <br />designated for abandonment or any wells, enco tered during construction, are to be <br />destroyed in accordance with a permit obtained fro Zone 7. <br /> <br />67. <br /> <br />At no time shall campers, trailers, motor homes, or <br />sleeping quarters on the construction site. Any proposed phasing of this development shall b depicted on the final map and shall <br />include narrative explaining the proposed pha 'ng. Unless a phasing plan for <br />improvements is approved by the Planning Directo , the developer shall complete all of <br />the on-site improvements at one time (including all mprovements around future building <br />pads). All remaining pad areas shall be seeded and kept in a neat and weed-free manner <br />at all times. <br /> <br />71. This approval does not guarantee the availability 0 sufficient water to serve the project. <br />The City shall withhold building permits for the pro ect if at the time building permits are <br />applied for, mandatory water rationing is in effect, unless the City has adopted a water <br />offset program and unless the developer is participa 'ng in the program. Notwithstanding <br />the developer's participation in such a program, the ity may withhold building permits if <br />the City determines that sufficient water is not a ilable at the time of application of <br />building permits. <br /> <br />72. The developer acknowledges that the City of leasanton does not guarantee the <br />availability of sufficient sewer capacity to serve thi development by the approval of this <br />case, and that the developer agrees and acknowledg s that building permit approval may <br />be withheld if sewer capacity is found by the City n t to be available. <br /> <br />73. This development plan shall be of no further validi y and the applicant shall be required <br />to submit the same or new development plan for C ty approval prior to development of <br />the site in the event that the following occur: <br />
