P23-0607 and P23-0608, 6th Cycle Housing Element Text Amendments and Rezonings <br />Planning Commission <br />4 of 6 <br />to the Housing Site Compliance review process described in this report. Table 1 below <br />provides a full list of the twenty-one housing opportunity sites, the existing zoning for each site, <br />and the proposed zoning for each site. See Exhibit C (DRAFT zoning unit maps), which <br />provides the specific location of each housing opportunity site. <br /> <br />Table 1: Housing Opportunity Sites <br /> <br />ANALYSIS <br />HOZ District and Applicability <br />The Housing Element includes the City’s recently adopted housing goals, policies, and <br />programs. Those goals, policies, and programs are a key component of the Housing Element, <br />representing the City’s proposed “housing plan” with a focus on actionable steps and <br />measures the City will undertake to increase affordable housing and preserve and improve <br />existing housing. <br /> <br />The Housing Element outlines seven main goals with a set of policies and programs provided <br />under each goal. The policies help to guide and inform future City decision-making and <br />direction with respect to a broad range of housing-related topics, and the programs provide <br />actionable steps to implement the Housing Element’s goals and to make further progress <br />towards meeting the regional housing need allocation. Timeframes and responsibilities for <br />each program are also provided in the Housing Element. <br />
