Page 14 <br />development. In addition, the existing pipe is 6”-diameter, whereas the proposed upstream <br />network is 8”-diameter. The City discourages constrictions in the network that could lead to <br />surcharged flow or obstructions. A network analysis must therefore confirm that the 6”-diameter <br />pipe functions without surcharge, or the existing pipe will require upsizing to 8”-diameter. As an <br />alternative to the proposed sanitary sewer connection through 2112 Tanager Court, the City <br />operates an 8”-diameter public sanitary sewer main within Santa Rita Road across the property <br />frontage. Connection to this existing network is allowed pending verification of its condition and <br />capacity. (Address this condition prior to issuance of any Building Permits) <br />77.POLLUTANT REDUCTION IN STORM WATER. At no time during construction of the project <br />shall pollutants be allowed to enter, clog, or contaminate storm drain pipe networks or open <br />stormwater channels in violation of Pleasanton Municipal Code §9.14.080 et seq. The applicant <br />shall contain all trash and debris for proper disposal to authorized landfills or recyclers. Erosion <br />control features shall be deployed during the rainy season that extends from October 1st to April <br />15th each year, or any time rain is forecast outside of this period. Best Management Practices <br />(BMPs) shall be strictly followed. Street sweepers must be employed if soil or debris is tracked <br />onto the public roads from vehicles exiting the site. Standard BMPs are available from the <br />California Stormwater Quality Association (CASQA), the United States Environmental Protection <br />Agency (EPA), Caltrans, and others. Notes and/or illustrations shall be added to the plans that <br />describe the BMPs to be utilized during construction. The use of manufactured erosion control <br />woven blankets and straw wattles that utilize plastic monofilament netting is specifically <br />prohibited. (Address this condition during construction) <br />78.MUNICIPAL REGIONAL PERMIT. Because the project creates and/or replaces more than <br />5,000 square feet (0.23 acres) of impervious surface, it is considered a Regulated Project <br />according to Provision C.3.b of the Municipal Regional Stormwater NPDES Permit that <br />regulates stormwater runoff in Alameda County. The Alameda Countywide Clean Water <br />Program developed a C.3 Guidance Manual to assist applicants in addressing these <br />regulations. The Guidance Manual is available for download at: <br />https://www.cleanwaterprogram.org/businesses/development.html <br />Regulated projects must include stormwater treatment measures in the site design to remove <br />pollutants from stormwater upstream of any connection to the City’s or Alameda County’s <br />stormwater conveyance networks. In addition, regulated projects must be subject to a <br />Stormwater Treatment Measure Maintenance Agreement between the City and property owner <br />to assure long-term maintenance of the installed measures. The City will provide a template <br />agreement. Once executed, the agreement must be recorded against the property. (Address <br />this condition prior to issuance of any Building Permits) <br />79.CONSTRUCTION GENERAL PERMIT. The project will be subject to a Construction General <br />Permit according to the National Pollutant Discharge Elimination System (NPDES) General <br />Permit No. CAS000002. The general permit is applicable to development sites that disturb one <br />or more acres of land surface. The applicant will be required to register the project with the <br />State Water Board’s Stormwater Multi-Application and Report Tracking System (SMARTS) <br />website. A Qualified SWPPP Developer (QSD) and a Qualified SWPPP Practitioner (QSP) <br />must be responsible for permit compliance. The SMARTS system will generate a Waste <br />Dischargers Identification (WDID) number, which must be printed on the grading and/or erosion <br />control plans.(Address this condition prior to issuance of any Building Permits)
