Project must comply with the Mitigation Monitoring and Reporting Program prepared by First <br />Carbon Solutions for the City of Pleasanton dated October 20, 2023. <br />31. This site is, and will continue to be, in exceedance of the County’s VMT thresholds. In order to <br />be consistent with or below the VMT levels studied in the Housing Element FEIR (State <br />Clearinghouse No. 2022040091), the project must implement the TDM program dated August <br />15, 2023. Project specific condition. <br />32.Prior to the issuance of a grading or building permit, the project applicant shall submit an air <br />quality construction plan that includes BAAQMD basic Best Management Practices. <br />x All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded areas, and <br />unpaved access roads) shall be watered two times per day. <br />x All haul trucks transporting soil, sand, or other loose material off-site shall be covered. <br />x All visible mud or dirt track-out onto adjacent public roads shall be removed using wet <br />power vacuum street sweepers at least once per day. The use of dry power sweeping <br />is prohibited. <br />x All vehicle speeds on unpaved roads shall be limited to 15 miles per hour (mph). <br />x All roadways, driveways, and sidewalks to be paved shall be completed as soon as <br />possible. Building pads shall be laid as soon as possible after grading unless seeding <br />or soil binders are used. <br />x All excavation, grading, and/or demolition activities shall be suspended when average <br />wind speeds exceed 20 mph. <br />x All trucks and equipment, including their tires, shall be washed off prior to leaving the <br />site. <br />x Unpaved roads providing access to sites located 100 feet or further from a paved road <br />shall be treated with a 6- to 12-inch layer of compacted layer of wood chips, mulch, or <br />gravel. <br />x Publicly visible signs shall be posted with the telephone number and name of the <br />person to contact at the lead agency regarding dust complaints. This person shall <br />respond and take corrective action within 48 hours. The Air District’s General Air <br />Pollution Complaints number shall also be visible to ensure compliance with <br />applicable regulations. <br />33.The red curbs at Lockhart Lane, which are currently faded shall be repainted to ensure that <br />parking does not interfere with a safe site distance.Project Specific Condition. <br />Other <br />34.The Home Owners Association shall include restrictions in the CC&R’s on smoking at the site <br />in conformance with Pleasanton Municipal Code Chapter 9.27 Restrictions On Smoking At <br />Condominiums, Townhomes And Buildings With Three Or More Attached Units. <br />HOUSING DIVISION – 925-931-5007 <br />35. AFFORDABLE HOUSING AGREEMENT: The applicant shall execute a City Council-approved <br />Affordable Housing Agreement which sets forth the methodology for the applicant’s compliance <br />with Pleasanton Municipal Code requirements and the applicable Objective Design Standards <br />which agreement shall be recorded prior to or concurrently with the final map.
