P23-0332 & P23-0605, 2025 Santa Rita Road Zoning Administrator <br />10 of 12 <br />the CAP will occur over several years. The CAP consists of amendments to regulations and <br />policies related to Land Use and Transportation, Energy, Solid Waste, and Water and <br />Wastewater, which result in reductions in greenhouse gas emissions in compliance with the <br />targets set by AB 32, California’s Global Warming Solutions Act of 2006. <br /> <br />Staff completed an analysis of how the proposed project is consistent with or implements the <br />applicable measures outlined in the City of Pleasanton’s CAP. As a residential project located <br />near the Iron Horse trail and a bus line, as well as within a short distance of schools, parks, <br />shopping and services, the proposed project is consistent with Land Use Goal 1 of the CAP: to <br />reduce vehicle miles traveled (VMT) through infill and higher density development. The project <br />will also incorporate bicycle storage areas in each garage for residents that utilize alternative <br />commutes and provides EV ready parking spaces. In addition, several Strategies and <br />Supporting Actions related to water and energy conservation from the CAP are implemented in <br />the proposed project, including the proposed build ing would be all electric and not contain any <br />new gas facilities. <br /> <br />OBJECTIVE DESIGN STANDARDS FINDINGS AND ANALYSIS <br />The Zoning Administrator considers and renders a decision regarding whether a project <br />reviewed under the Objective Design Standards with up to 50 residential units complies with <br />applicable objective design standards and related environmental mitigation measures. <br /> <br />Project approval shall be granted when the Zoning Administrator finds that the following <br />findings are met: <br /> <br />1. The project complies with the requirements of the objective design standards and <br />any other applicable objective standard established with adopted City plans and <br />documents; <br /> <br />The purpose of the Objective Design Standards is to ensure projects will be compatible <br />with their surroundings, attractively designed and landscaped, and minimize impact to <br />aesthetic resources. As detailed in this report, the project complies with the Objective <br />Design Standards, the Climate Action plan, and objective standards in the PMC, including <br />parking requirements. <br /> <br />2. The project complies with mitigation measures of any applicable environmental <br />document; <br /> <br />Section 21081.6 of the California Environmental Quality Act (CEQA) and CEQA <br />Guidelines Section 15097 require a Lead Agency to adopt a Mitigation Monitoring and <br />Reporting Program (MMRP) whenever it certifies an Environmental Impact Report in <br />conjunction with a project approval. The purpose of the MMRP is to ensure compliance <br />with the mitigation measures occurs during project implementation. <br /> <br />Pursuant to CEQA Guidelines Public Resources Code Section 21000, et seq., an <br />Environmental Impact Report (EIR) was certified and a Mitigation Monitoring and <br />Reporting Program (MMRP), was adopted by the City of Pleasanton (City) on January 26, <br />2023 (City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update Program Final <br />Environmental Impact Report, SCH No. 2022040091).
