Christina Casha
From: Ellen Holmgren
Sent: Friday, October 13, 2023 10:49 AM
To: Pleasanton City Clerk
Subject: FW: Water Rate Increase
Good morning,
I responded to the below email yesterday related to Item 17 on the City Council Agenda for 10-17-23.
Ellen
Ellen Holmgren
City Attorney's Office, Administrative Assistant
P.O. Box 520
Pleasanton, CA 94566
D: 925.931.5016
O: 925.931.5015
eholm ren ci 'of leasantonca. ov
From: Linda Kell,
Sent:Thursday, October 12, 2023 10:20 AM
To: Mayor and City Council<citycouncil@cityofpleasantonca.gov>
Subject: Water Rate Increase
***[EXTERNAL]This message comes from an external organization.Exercise caution when opening attachments or clicking links, especially from unknown
senders.***
Honorable Mayor and Council Members
My inbox contained the link to this blog this morning, and I found it beyond surprising, bordering on stunning. As the
water rate increase continues to be tweaked, learning that a quarter of Pleasanton's residents are on public assistance
confirmed one of my fears regarding the punitive nature of the degree of increase being proposed. One-quarter of the
population of Pleasanton is on public assistance! That highly touted "only$33" for one-quarter of our residents, which
would increase again in the 2nd and 3rd years of the proposal, could be a death knell for their ability to feed, clothe, and
educate their families.
I once again, and even more strongly, urge you to direct staff to sharpen their pencils and reduce the degree of impact
rate hikes will have on this much of our population. All of you, as decision-makers, are far removed from this segment
of our community, so to you $33 is chump change. To those 1/4 of families, it might easily (and rapidly) sink their
ship. There are other ways, by extending the length of time for full reserve target recovery to 5 years, for instance, that
the city can increase revenue without placing such a drastic and immediate burden on its residents. I implore you to find
and implement those other ways before causing irreparable harm to many of our number.
Urgently,
Linda Kelly
Community Volunteer
i
