As the <br /> water rate increase continues to be tweaked, learning that a quarter of Pleasanton's residents are on public assistance <br /> confirmed one of my fears regarding the punitive nature of the degree of increase being proposed. One-quarter of the <br /> population of Pleasanton is on public assistance! That highly touted "only$33" for one-quarter of our residents, which <br /> would increase again in the 2nd and 3rd years of the proposal, could be a death knell for their ability to feed, clothe, and <br /> educate their families. <br /> I once again, and even more strongly, urge you to direct staff to sharpen their pencils and reduce the degree of impact <br /> rate hikes will have on this much of our population. All of you, as decision-makers, are far removed from this segment <br /> of our community, so to you $33 is chump change. To those 1/4 of families, it might easily (and rapidly) sink their <br /> ship. There are other ways, by extending the length of time for full reserve target recovery to 5 years, for instance, that <br /> the city can increase revenue without placing such a drastic and immediate burden on its residents.
