standards shall be observed:
<br /> 1. The mtntmmn area and di-
<br /> menalona of all lots shall con-
<br /> form to the requirements of
<br /> .the Zoning Ordinance for the
<br /> district in which the subdi-
<br /> vision is located.
<br /> 2. The side line of all lets,
<br /> so far as possible, shall be
<br /> at right an/les to the street
<br /> which the lot faces, or ap-
<br /> proximately radial to the
<br /> center of curvature, ii such
<br /> street is curved. Side lines
<br /> of lots shall be approximately
<br /> radial to the center of curva-
<br /> ture of a eul-de-see on which
<br /> the lot faces.
<br /> 3. No lot shall have a street
<br /> frontage less than thirty-five
<br /> ($5) feet.
<br /> 4. No lot shall have a width
<br /> less than forty-five (45) feet
<br /> at Ne building setback line.
<br /> 5. Corner lots for residential
<br /> use shall be platted wider
<br /> than interior lots in order
<br /> to permit conformance with
<br /> the required street side yard
<br /> requirements of the Zoning
<br /> Ordinance.
<br /> 6. No lot shall have a depth
<br /> of less than one hundred
<br /> (100) feet. Waere the rear
<br /> of a lot is adjacent to a play-
<br /> ground, shopping center, in-
<br /> dustrial tract or other simi-
<br /> lar nonresidential use, or to
<br /> the right-of-way of a freeway,
<br /> railroad or thoroughfare, the
<br /> depth shall be increased to
<br /> a minimum of one hundred
<br /> twenty (:L20) feet.
<br /> 7. No lot shall be divided by
<br /> a City boundary line.
<br /> 8. A lot depth in excess of
<br /> twice the width shall be
<br /> avoided whenever possible,
<br /> and a lot depth in excess of
<br /> three times the width shall
<br /> not be permitted.
<br /> 9. No remnants of l)roporty
<br /> shall be left in the subdivi-
<br /> sion which do not conform
<br /> to lot requirements or are
<br /> not required for a private,
<br /> public utility or other public
<br /> purpose.
<br />7.15 H I L LS ID E AND LARGE
<br /> LOT SUBBDIVISIONS. The
<br /> f o 11 o w i n g principles and
<br /> standards shall be observed:
<br /> 1. In carrying out the letter
<br /> and intent of the Zoning Or.
<br /> dinance, Ordinance No. 309,
<br /> the following standards shall
<br /> apply.
<br /> a. The minimum total lot
<br /> area shall be increased by
<br /> two hundred (200) square
<br />
<br />AX. 4908

<br />feet, and each lot dimension
<br />perpendicular to the contour
<br />shali be increased by two
<br />(2) feet, for each I per cent
<br />of average slope in excess of
<br />ten (10) per cent measured
<br />ninety degrees (90°) to the
<br />contour.
<br />.b. Where slopes are in ex-
<br />cess of twenty-five (LS) per
<br />cent, each individual lot
<br />shall be inspected by the
<br />City Engineer in order to de-
<br />termine whether or net a
<br />building site does exist.
<br />The Planning Commission and
<br />City Council Shall encourage
<br />sound g r a d i n g practices
<br />rather than use these start-
<br />darda to decrease densities
<br />of ~welling units per acre.
<br />Accordingly, these standards
<br />may be modified or disre-
<br />garded in areas ~here a sub-
<br />divider assures the Planning
<br />Commission and City Court-
<br />cil that he will build dwell-
<br />lng units to fit hillside ter-
<br />rain without excessive cut-
<br />ting and filling on minimum
<br />size lots permitted in said
<br />area. This assurance shall be
<br />the responsibility of the de-
<br />veloper and shall consist of
<br />the submission of a develop-
<br />ment plan in triplicate to the
<br />City Clerk. iWithin thirty
<br />(30) days after receipt of
<br />the development plan, the
<br />City Council shall act on said
<br />plan. Such action shall con-
<br />sist of approval, rejection,
<br />approval with conditions, or
<br />rejection with recommenda-
<br />tions.
<br /> 2. Tae basis for require-
<br /> ments for street and read-
<br /> way widths and design shall
<br /> be the topography of the
<br /> land and the density of de-
<br /> velopment of the proposed
<br /> number of dwellings to be
<br /> served by said street or
<br /> roadway.
<br /> 3. Street grades for minor
<br /> residential streets may be in-
<br /> creased to a maximum of
<br /> twenty (20) per cent.
<br /> 4. The dedicated width of
<br /> any two-way street may be
<br /> reduced to forty (40) feet
<br /> with a minimum pavement
<br /> width of twenty-six (26) feet.
<br /> 5. The dedicated width of
<br /> any one-way street shall not
<br /> be reduced to less than thirty
<br /> (30) feet, with a minimum
<br /> pavement width of not less
<br /> than twenty (20) feet.
<br /> 6. The foregoing reductions
<br />
<br /> may be applied only in the
<br /> case of subdivisions or sec-
<br /> tions thereof in which all
<br /> lots have an area of one-half
<br /> (~,i) acre or more, or where
<br /> it can be shown by the sub-
<br /> divider, to the satisfaction
<br /> oI the Planning Commission,
<br /> Nat the lopegraphy or the
<br /> small number of lots served
<br /> and the probable future traf-
<br /> fic development justify a
<br /> narrower width.
<br /> 7. Curb, gutter and side-
<br /> walk may be modified or
<br /> omitted at the discretion of
<br /> the Planning Commission,
<br /> provided adequate means of
<br /> earing for roadway drain-
<br /> age are provided.
<br />
<br />7.16 NEIGHBORHOOD FACILI-
<br /> TIES: RESERVATION OF
<br /> SITES. The subdivider shall
<br /> reserve sites, appropriate in
<br /> area and location, for nee-
<br /> essary and desirable rest-
<br /> dential facilities such as
<br /> schools, parks, playgrounds
<br /> and shopping centers. Such
<br /> sites shall be located in ac-
<br /> cordance win the principles
<br /> and standards of this Ordi-
<br /> nance, the Zoning Ordinance,
<br /> the General Plan and the
<br /> Annexation policies of the
<br /> City. If not dedicated to the
<br /> public by the subdivider,
<br /> such sites shall be reserved
<br /> by the subdivider for a peri-
<br /> od ef not less Nan one (1)
<br /> year pending i)urchase.
<br />
<br />7.17 SAME: DETERMINATION
<br /> OF NEED. The neighbor-
<br /> hood facilities needed shall
<br /> be determined on the basis
<br /> of the estimated number of
<br /> families in the area to be
<br /> served by the facilities.
<br />
<br />7.18 SAME: SERVICE AREA.
<br /> Service areas determining
<br /> the need for residential fa-
<br /> cilities at the district or
<br /> community level are subject
<br /> to s p e c i a 1 determination,
<br /> based on the General Plan.
<br /> The "Planning Neighbor-
<br /> hood" will normally provide
<br /> the basis for estimating the
<br /> number of families to be
<br /> served by facilities at the
<br /> local level. A "Planning
<br /> Neighborhood" may be iden-
<br /> tified by the following
<br /> characteristics:
<br /> 1. It is bounded by major
<br /> thoroughfares or other sub-
<br /> stantial land use or natural
<br /> barriers to pedestrian traffic.
<br /> 2. It is usually not. over a
<br />
<br /> mile in extent in any direc-
<br /> tion.
<br /> 3. It contains a minimum of
<br /> five hundred (600) families.
<br />
<br />7.19 SA21E: PRINCIPLES AND
<br /> STANDARDS. The follow-
<br /> ing principles and standards
<br /> are intended to serve as a
<br /> general guide in determining
<br /> the residential facilities for
<br /> which sites normally will be
<br /> required..
<br /> 1. An elementary school site
<br /> of approximately ten (10)
<br /> acres will be required for
<br /> each 600 families, more or
<br /> less. Such school site shall
<br /> be central to the population
<br /> to be served and shall not
<br /> be located on a major
<br /> thoroughfare.
<br /> 2. Whenever possible, play-
<br /> ground and neighborhood
<br /> recreation areas shall be de-
<br /> veloped in conjunction with
<br /> elementary school sites. A
<br /> park site, if required, shall
<br /> not normally be less than
<br /> five (5) acres in area, and
<br /> such sites shall specifically
<br /> include areas with natural
<br /> advantages for park develoP-
<br /> ment.
<br /> 3. A site of approximately 4
<br /> to 6 acres includingoff-street
<br /> parking and landsouping will
<br /> normally be required for a
<br /> local shopping center to
<br /> serve a population of about
<br /> 1,500 to 2,000 families.
<br />
<br />7.20 NON-RESIDENTIAL S U B-
<br /> DIVISIONS: C O N F O R M-
<br /> ANCE TO GENERAL
<br /> PLAN. The street and lot
<br /> layout of a non-residential
<br /> subdivision shall be appro-
<br /> priate to the land use for
<br /> which the subdivision is pro-
<br /> posed, and shall conform to
<br /> the proposed land use and
<br /> standards established in the
<br /> General Plan and' required
<br /> in the Zoning Ordinance.
<br />7.21 SAME: T Y P E S. Non-res-
<br /> idential subdivisions shall in-
<br /> clode industrial tracts, and
<br /> may include neighborhood,
<br /> community and central bust-
<br /> ness d i s t r i c t commercial
<br /> tracts.
<br /> 7.22 SAME: PRINCIPLF~ AND
<br /> STANDARDS. The subdivid-
<br /> er shall demonstrate to the
<br /> satisfaction of the Planning
<br /> Commission that the street,
<br /> parcel and block pattern
<br /> proposed is specifically ad-
<br /> apted to the uses anticipat-
<br /> ed and takes into account
