Street rights-of-way and <br /> pavement shall be adequate <br /> to accommodate the type <br /> and volume of traffic anti- <br /> cipated to be generated <br /> thereon. <br /> 3. Special requirements may <br /> be imposed by the City with <br /> respect to street, curb, gut- <br /> ter and sidewalk design and <br /> construction. <br /> 4. Special requirements may <br /> be imposed by the City with <br /> respect to the installation of <br /> p u b li c utilities including <br /> water, sewer and storm wat- <br /> er drainage. <br /> 5. Residential areas shall be <br /> protected f r o m potential <br /> nuisance by including extra <br /> depth in parcels backing up <br /> on existing or potential resi- <br /> dential development and <br /> p r o v i d lng a permanently <br /> landscaped buffer strip <br /> when necessary. <br /> 6. Streets carryir~g non-resi- <br /> dential traffic shall not nor- <br /> mally be extended to the <br /> boundaries of adjacent ex- <br /> isting or potential resident- <br /> ial areas or connected to <br /> streets intended for predom., <br /> inaiatly residential traffic. <br /> 7. Subdivisions for proposed <br /> commercial d e v e I o pment <br /> shah specifically designate <br /> all areas proposed for ye- <br /> hicular circulation and park- <br /> ing, for pedestrian circula- <br /> t/on, and for buffer strips <br /> and other landscaping. <br />7.23 PLANNED UNIT DEVEL- <br /> OPMENTS. Nothing contain- <br /> ed herein shall be constru- <br /> ed as precluding the approv- <br /> al of Planned Unit Develop- <br /> ments as provided in Ord- <br /> inance No. 309. <br /> A tentative map, which may <br /> also constitute the exhibit <br /> that must accompany any <br /> nccessary z o n i n g action, <br /> shall be prepared in the <br /> form spccified in the pre- <br /> ceding sections of this Or- <br /> dinance, with the additions <br /> or revisions to the normal <br /> form which may be deemed <br /> necessary by the Subdivi- <br /> sion Committee. Each tenta- <br /> tive map shall designate the <br /> <br /> type of Planned Unit which <br /> is contemplated in accord- <br /> anee with one of the follow- <br /> ing designations: <br /> 1. Planned U n I t Develop- <br /> ment -- Type I: A Type I <br /> Planned Unit Development <br /> is one which may be consid- <br /> ered a planned unit in keep- <br /> ing with the spirit and in- <br /> tent of the Zoning Ordin- <br /> ance, but one wherein the <br /> o u t standing characteristic, <br /> when compared to a conven- <br /> tional subdivision, is mere- <br /> ly the mixture of various <br /> land uses and densities with- <br /> in the boundaries of the <br /> subdivision. It is not intend- <br /> ed that a Type I Planned <br /> Unit Development will be <br /> in conflict with this Ord- <br /> inance, and consideration of <br /> any departure from the con- <br /> ventional must include ad- <br /> herence to the applicable <br /> provisions of Ordinance No. <br /> 309 and Article 9 of this <br /> Ordinance <br /> 2. Planned Unit Develop- <br /> ment -- Type II: It is in <br /> intended that a Type II <br /> Planned Unit Development <br /> be a more radical departure <br /> from the conventional sub- <br /> division. <br />While the burden of the pro- <br />posal for a Type II Plan- <br />ned Unit DeveloI~ment is <br />placed upon the subdivider <br />in terms of establishing new <br />concepts, it is suggested that <br />he make every effort to co- <br />ordinate closely the develop- <br />ment of a proposal with the <br />City staff and the Subdivi- <br />sion Committee prior to the <br />filing of a tentative map, <br />in order .that such map may <br />be basically in agreement <br />with the views of the City <br />prior to the preparation of <br />a tentative map to the de- <br />tail required elsewhere in <br />this Ordinance. <br />In order to provide exam- <br />pies of , but not limit the <br />possible methods of varying <br />from the norm in a Type II <br />Development, the following <br />list is intended to represent <br />items which may vary in con- <br />text from the requirements <br />regarding these items as <br />stated elsewhere in this Or- <br />dinance: <br />a. Lot dimesions and areas <br />b. Street widths <br />c. Sidewalk requirements <br />d. Rlock lengths <br /> <br /> e. Front, sid~ and rear yard <br /> requirements <br /> f. Access to public streets <br /> g. Basic concepts of street <br /> pattern and design. <br /> The basic criteria which will <br /> govern the applicability of <br /> the Type I and Type II Unit <br /> Development provisions of <br /> this Ordinance in residential <br /> areas is that of average pop- <br /> ulatinn density. The average <br /> popdiation density of a plan- <br /> ned unit development will <br /> be no higher than that which <br /> could be obtained under the <br /> General Plan and the specif- <br /> ic zoning of the property. <br /> However, this density may <br /> be increased in certain por- <br /> tions of a subdivision pro- <br /> vided there are sufficient <br /> areas utilized for parks and <br /> other open spaces, large h>ts <br /> and other amenities, in ord- <br /> er to allow the total develop- <br /> ment to conform to the av- <br /> erage density requirement. <br /> Consideration of any depart- <br /> ure from the requirements <br /> of this Ordinance regarding <br /> Type II Planned Unit De- <br /> velopments must include ad- <br /> herence to the applicable <br /> provisions of Ordinance No. <br /> 309 and Article 9 of this <br /> Ordinance. <br /> <br /> A~TICLE 8 <br /> IMPROVEMENTS AND <br /> GENERAL REQUIREMENTS <br />B.01 MINIMUM REQUIRE- <br /> MENTS. The subdivider <br /> shall improve/ or agree to <br /> improve, all streets, thor- <br /> oughfares, public ways or <br /> easements in the subdivision <br /> and adjacent thereto requir- <br /> ed to serve the subdivision. <br /> No permanent public im- <br /> provement work shall be <br /> commenced until improve- <br /> ment plans and profiles have <br /> been approved by the City <br /> Engineer an d necessary <br /> bonds and insurance have <br /> been posted. <br /> Improvements shall be in- <br /> stalled to permanent line <br /> and grade and to the satis- <br /> faction o£ the City Engineer <br /> and in accordance with the <br /> Standard Specifications and <br /> details unless modified by <br /> the Planning Commission at <br /> the time of approval of <br /> the tentative map. The min- <br /> /mum improvements which <br /> t h e subdivider normally <br /> shall make, or agree to <br /> make at the cost of the sub- <br /> <br /> 1456 1 :964 <br /> divider, prior to acceptance <br /> and approval of the final <br /> subdivision map by the City <br /> shall be: <br /> 1. Grading, curbs and, guf- <br /> t~r, paving, drainage and <br /> drainage structures neces- <br /> sary for the proper use and <br /> drainage of streets, high- <br /> ways and ways for the pub- <br /> lie safety. (sul~ject to max- <br /> imum obligations set forth <br /> in Section 7.06). <br />2. Site grading and drain- <br />age taking into considera- <br />tion the drainage pattern of <br />adjacent improved and un- <br />improved property, <br />treating upstream a,reas as <br />though fully improved and <br />with downstream facilities <br />adequate to accomodate the <br />design flow. Natural and art- <br />ificial watercourses shall be <br />placed in closed conduits <br />where the flow requires a <br />44Linch concrete pipe or less. <br />All permitted ditches and <br />channels shall be fenced with <br />chain link fence unless spec- <br />ifically exempted. Design uf <br />access bottom width and <br />shoulder width shall be such <br />that the drainage facility <br />may be adequateIy and effi- <br />cieufly maintained. Channels <br />shall be lined when required <br />by the ,City Engineer. <br /> 3. Street name and traffic <br /> control signs as determined <br /> by the City Engineer. <br />4. Sidewalks where requir- <br />ed <br /> 5. Fire hydrants and water <br /> system with mains of suf- <br /> ficient size and having a <br /> sufficient number of outlets <br /> to furnish an adequate water <br /> supply for each lot or par- <br /> cel in the subdivision and <br /> to provide adequate fire pro- <br /> tection. <br />6. Sanitary sewer facilities <br />and connections for each <br />lot. <br />7. Street lighting facilities, <br />as determined by the Plan- <br />ning Commission at the time <br />of approval of the tentative <br />map. <br />8. Street trees. <br />9. P u b I i c Utilities (Tele- <br />phone, telegraph, electric <br />power and light.) <br />When found to be necessary <br />in the interests of the pub- <br />lic health, safety and wel- <br />fare, and to be economically <br />and practicably feasible, any <br />one of the following four <br /> <br /> <br />
