~4. Other improvements: The'
<br /> developer sha~ll construct all
<br /> other public improvements
<br /> as required in Article 8 of
<br /> tMs Ordinance.
<br /> 7.06 STREET PATTERN. The
<br /> street pattern in the subdivi-
<br /> sion shall allow the most
<br /> advantageous development
<br /> of adjoining areas and the
<br /> entire neighborhood or dis-
<br /> trict. The following princi-
<br /> ples shall be observed:
<br /> 1. Streets shall be continuous
<br /> and in alignment with exist-
<br /> ing, planned or platted
<br /> streets with which they are
<br /> to connect. The center lines
<br /> nf opposing streets entering
<br /> upon a cross street and not
<br /> in alignment shall be offset
<br /> at le~t 125 feet on minor
<br /> streets and 300 feet on all
<br /> other streets.
<br /> 2. Streets shall be extended
<br /> to the boundary lines of the
<br /> land to be subdivided, unless
<br /> prevented by topography,
<br /> cul~de-sse street pattern, or
<br /> other physical conditions.
<br /> 3. In the case of stub-end
<br /> streets extending to ~he
<br /> boundary of the proi)erty,
<br /> a one-feot strip the width of
<br /> the street right-of-way shall
<br /> be deeded in the City at the
<br /> end of the stub-end street,
<br /> and improvements of said
<br /> strip shall be suspended,
<br /> pending ~he extension of said
<br /> street into adjacent proper.
<br /> ry. A temporary turn-around
<br /> or a temporary connection
<br /> to another street may be re-
<br /> quired of the subdivider, if
<br /> considered necessary by the
<br /> Planning Commission.
<br /> 4. Streets shall intersect one
<br /> another as nearly at right
<br /> angles as good design per-
<br /> mits.
<br /> 5. Excessively long straight
<br /> residential streets, condu-
<br /> cive to high speed traffic,
<br /> shall be prohibited. Minor
<br /> residential streets and al-
<br /> leys, as defined in Section
<br /> 7.05, shall not be utilized
<br /> unless recommended by the
<br /> Subdivision Cnmmittee and
<br /> approved by the Planning
<br /> .Commission.
<br /> 6. Alleys shall not be per-
<br /> mitted in residential subdivi.
<br /> stuns, but may be required
<br /> in nonresidential subdivi-
<br /> sions.
<br />7.07 DESIGN ADJACENT TO
<br /> THOROUGIt~ARES. Subdi-
<br /> vision design adjacent to
<br />
<br />thoroughfares shall conform ment, deemed sufficient
<br />to .the General ,Plan, as de-
<br />
<br /> termined by the Planning
<br /> Commission. The following
<br /> principles shall ,be observed:
<br /> 1. :Street design shall make
<br /> adjacent residential lots de-
<br /> sirable by cushioning the im-
<br /> pact of heavy traffic and
<br /> shall minimize cross traffic
<br /> on thoroughfares.
<br /> 2. Intersecting streets along
<br /> thoroughfares shall be re-
<br /> stricted. Wherever practica-
<br /> ble, such intersections shall
<br /> be spaced not less than 1320
<br /> feet on center.
<br /> The Planning .Commission
<br /> may~ at t~e time of approval
<br /> of the tentative map, require
<br /> sufficient flaring of the
<br /> rights-nf-way of thorough-
<br /> fares at intersections to al-
<br /> low the construction of traf-
<br /> fic stacking lanes as desig-
<br /> nated by the City Engineer.
<br /> 3. Public service easements
<br /> when required in front yards
<br /> in residential developments
<br /> may be used for either land-
<br /> scaping or utility purposes,
<br /> or bush, upon approvel of the
<br /> Planning Commission.
<br /> 4. Frontage roads shall en-
<br /> ter thoroughfares by bulb-
<br /> type intersections capable of
<br /> stacking at least four (4)
<br /> cars between the frontage 7.0~
<br /> road and the thoroughfare.
<br />5. Where frontage roads are
<br />not required, residential lots
<br />adjacent to the thornu~h-
<br />fares normally will ,be re-
<br />quired ,to be served by a
<br />Residential ,Collector Street
<br />paralleling said thoroughfare
<br />at s lot depth of not less
<br />than 120 feet therefrom, or
<br />by a series of cni-de-sacs or
<br />loop streets extending
<br />towards said thoroughfare
<br />from a collector street no
<br />more than 600 feet there-
<br />from. In such cases a wall
<br />or fence nfa design approved
<br />by the Plannir~g Commission
<br />shall be required within the
<br />right-of-way at the rear of
<br />properties adjacent tn the
<br />thoroughfare. P e r m a n ent
<br />landscaping subject to the
<br />approval uf the Planning
<br />Commission, shall be install-
<br />ed between the fence and the
<br />thoroughfare curb.
<br />6. When the rear of any lot
<br />borders any thoroughfare,
<br />the City may require sub-,
<br />divider to execute and de-
<br />liver to the ,City an instru-
<br />
<br /> the City Attorney, prohibit-
<br /> ing the right of ingress and
<br /> egress from said thorough-
<br /> fare to said let.
<br />
<br />7.08 GRADES, CURVES AND
<br /> SIGHT DISTANCES. Grades,
<br /> curves and sight distances
<br /> shall be su,bject to approval
<br /> by the City Engineer, to in-
<br /> sure proper drainage or safe-
<br /> ty for vehicles and pedestri-
<br /> ans. The following principles
<br /> and minimum standards shah
<br /> be observed:
<br /> 1. Grades of streets shall
<br /> not be less than three-tenths
<br /> of 1 per cent, nor greater
<br /> than 15 per cent, except as
<br /> modified by Section 7.15.
<br /> 2. At street intersections,
<br /> property line and curb corn-
<br /> ers shall be rounded by ares,
<br /> such that the curb radius
<br /> shall be not less than twenty
<br /> (20) feet for streets up to
<br /> collector in capncity. For in-
<br /> tersections with arterials the
<br /> radius shall be required by
<br /> the City Engineer.
<br /> 3. The radii of curvature
<br /> shall not normally be less
<br /> than 400 feet on the center
<br /> llne of thoroughfares and
<br /> less than 100 feet on the
<br /> center line of collector or
<br /> minor residential streets.
<br /> CURBS, SIDEWALKS AND
<br /> PEDESTRIAN WAYS. The
<br /> full owing principles and
<br /> standards shall apply to the
<br /> design and installation of
<br /> curbs, sidewalks and pedes-
<br /> trian ways:
<br /> 1. Vertical curbs and gutters
<br /> shall ,be required in all sub-
<br /> divisions.
<br /> 2. Sidewalks shah be re-
<br /> quired on both sides of ~he
<br /> street in any subdivision or
<br /> portion thereof having any
<br /> lot with an area of less than
<br /> one-half (%) acre.
<br /> 3. The requirement for side-
<br /> walks may be omitted, at the
<br /> discretion of the Planning
<br /> Commission, in a subdivision
<br /> or section thereof in v~hich
<br /> all lots have an area of one-
<br /> half acre or more.
<br /> 4. When required for access
<br /> to s c h o o I s, playgrounds,
<br /> shopping conters, transport-
<br /> ation facilities, other com-
<br /> munity facilities, or for un-
<br /> usually long blocks, the
<br /> Planning Commission may
<br /> require pedestrian ways not
<br /> less than ten (10) feet in
<br /> width.
<br />
<br /> 5. Sidewalks shall be locafed
<br /> within the street righf-of-way
<br /> at the dedicated boundary of
<br /> the street.
<br /> 7.10S~ TRE~S. Street
<br /> trees, in an amount as de-
<br /> termined by the City Engi-
<br /> neer, shall be provided hy
<br /> the subdivider in all subdi-
<br /> visions on beth sides of the
<br /> street, either within the
<br /> street right-of-way or within
<br /> a dedicated public service
<br /> easement, not less than eight
<br /> (.8) feet wide adjacent to the
<br /> street. Street ti'ecs shall be
<br /> selected, installed and main-
<br /> rained in accordance ~vith
<br /> City ordinances or regula-
<br /> tions.
<br /> 7.11 F-~.SF~MENTS.,Publie service
<br /> easements, not less than ten
<br /> (10) feet in width, shall be
<br /> provided within the subdi-
<br /> vision where required for
<br /> public utility purposes. Nod-
<br /> ifieation of the easement
<br /> width requirement may be
<br /> made only when approved
<br /> by both the Planning Com-
<br /> mission and the public utility
<br /> concerned.
<br /> 7.12 RESIDENTIAL LOT AND
<br /> BLOCK DESIGN. B 1 o c k s
<br /> shall have sufficient width
<br /> for an ultimate layout of two
<br /> tiers of luts therein of the
<br /> size required by the provi-
<br /> sions herein or the Zoning
<br /> Ordinance, unless the sur-
<br /> rounding layout or lines of
<br /> ownersh£p justify or require
<br /> a variation from this re-
<br />- qnirement.
<br />7.13 BLOCK STANDARDS
<br />Blocks shall not normally
<br />exceed 2,000 feet in length
<br />between street lines, except
<br />in hillside developments or
<br />where subdivisions contain.
<br />ing parcels of one-half (%)
<br />acre or larger justify or re-
<br />quire a variation from this
<br />requirement. In any block
<br />over 900 feet in length the
<br />Plannir~g Commission may
<br />require that a paved and ad-
<br />equately identified crosswalk
<br />or pedestrian way, not less

<br />be provided near the center
<br />and entirely across such
<br />block.
<br />7.14 LOT STANDARDS. The size,
<br /> shape and orientation .of lots
<br /> shall be appropriate to the
<br /> location of the proposed sub-
<br /> division and to the type of
<br /> develapment contemplated.
