BACKGROUND <br /> On July 18, 2023, the City Council awarded the construction contract to the lowest <br /> responsible bidder, QA Constructors, Inc., in the amount of $515,930 and authorized <br /> the then Director of Engineering to approve change orders up to the project contingency <br /> amount of$51,600 (approximately 10 percent of the contract). The project was funded <br /> in the Fiscal Year 2023/24 CIP program. <br /> The City typically has two annual projects designed to maintain roadway infrastructure: <br /> the Annual Street Resurfacing and Preventative Maintenance Project, and the Annual <br /> Slurry Seal of Various City Streets Project. The first project resurfaces various roadways <br /> by overlaying the existing pavement with a new layer of asphalt concrete, while the <br /> second project slurry seals a different set of roadways. The resurfacing project is <br /> considered a street rehabilitation project, while the slurry project is a preventative <br /> maintenance project. Together, these projects are designed to maintain the condition of <br /> the City's roadway pavement. Due to unsuccessful bidding, the 2023 Annual Street <br /> Resurfacing and Preventative Maintenance Project was postponed until next year. The <br /> Annual Slurry of Various City Streets is scheduled to be completed by early October <br /> 2023. <br /> The Annual Slurry Seal on Various Streets Project requires preparatory works such as <br /> pavement repair and crack sealing prior to the placement of the slurry sealant. This <br /> necessary preparatory work is generally included under the Annual Street Resurfacing <br /> and Preventative Maintenance Project. Due to the postponement of the Annual Street <br /> Resurfacing and Preventative Maintenance Project, the 2023 Streets Preventative <br /> Maintenance Project was created to complete the necessary preparatory work for the <br /> slurry seal project. <br /> The Bernal Avenue bridge over the Arroyo Del Valle was constructed in 2009 and did <br /> not include an approach guardrail. The guardrail in the southeast quadrant was <br /> identified as a necessary safety improvement to protect the bridge, redirect vehicles <br /> away from the pedestrian path, and keep vehicles from leaving the roadway. Due to the <br /> need for safety improvement to the bridge approach, cost savings, and to attract <br /> bidders, a guardrail for the approach to the Bernal Avenue bridge over the Arroyo Del <br /> Valle was included in this project. On July 18, 2023, the City Council authorized the <br /> transfer of$74,290 from the Bernal Bridge Abutment, CIP No. 23569, to the 2023 Street <br /> Preventative Maintenance Project, CIP No. 23570, to complete the guardrail installation. <br /> DISCUSSION <br /> Under this project, approximately 1.35 million square feet of roadway was prepared for <br /> slurry sealing, and approximately 36,000 square feet of poor roadway pavement areas <br /> were removed and replaced with new asphalt concrete pavement. Over 14,000 pounds <br /> of crack sealant were placed over roadway cracks to prevent water and other <br /> substances from entering the pavement. To provide smooth riding for vehicular traffic, <br /> 76 tons of asphalt concrete was placed over the uneven pavement surface as a leveling <br /> course prior to the slurry placement. <br /> Page 2 of 3 <br />
