BACKGROUND <br /> On March 20, 2018, the City Council approved a franchise agreement with Pleasanton <br /> Garbage Service for solid waste, recyclable materials, and organic materials collection <br /> services which commenced on July 1, 2018. The franchise agreement was amended to <br /> comply with Senate Bill (SB) 1383 on June 7, 2022. <br /> The franchise agreement outlines the processes for rate setting. If at any time during <br /> the term of the agreement the contractor/PGS determines the need for a rate that does <br /> not appear on the City-approved rate schedule, PGS will notify the City and request the <br /> establishment of such a rate. As stipulated in the franchise agreement, all rates are set <br /> by the City Council. <br /> DISCUSSION <br /> PGS has requested that a rate be set for commercial mixed recycling compactors. City <br /> staff in consultation with HF&H Consultants developed the rates by evaluating the <br /> existing 4 cubic yard bin rate for commercial mixed recycling, 4 cubic yard rate for <br /> compactor for solid waste, and the compaction rate versus the loose rate. Table 1 <br /> shows the rates for commercial mixed recycling compactors that are being brought <br /> forward to be set by the City Council. <br /> Table 1.
