BACKGROUND <br /> The City Council appoints the City Manager. (See Pleasanton Municipal Code <br /> §2.08.010.) Gerry Beaudin was appointed as Pleasanton's City Manager effective May <br /> 23, 2022. Mr. Beaudin has led the organization over the past 16 months, and his <br /> experience in local government management is helping the organization address the <br /> City's current and future needs. <br /> DISCUSSION <br /> The City Manager's employment contract provides that the City Council will undertake <br /> both an annual performance evaluation and compensation review of the City Manager. <br /> At its special meetings on August 15, September 19, and October 9, 2023, the City <br /> Council considered Mr. Beaudin's accomplishments as the City's chief executive, noting <br /> completion of priority projects, management of hundreds of staff, hiring new department <br /> heads, facilitating many capital improvement projects, smooth delivery of day-to-day <br /> services, and superior operations of the City. An Amended and Restated Employment <br /> Contract City Manager is attached that provides for a 6.25% pay increase for a monthly <br /> salary of $26,031, effective September 1, 2023, which would place the City Manager at <br /> 8.4% below the mean salary of 16 comparison cities with survey data from July 2023; <br /> and then on February 1, 2024, a 6.25% salary increase for a monthly salary of$27,658, <br /> which would place the City Manager at 1.52% below the mean of that same survey. <br /> This is appropriate considering his performance and in the context of the market for city <br /> managers, compensation for city managers within the City's comparison agencies, and <br /> salary compaction within the organization.
