BACKGROUND <br /> This annual project consisted of the removal and replacement of 487 linear feet of curb <br /> and gutter, removal, and replacement of 3,186 square feet of sidewalk, installation of 49 <br /> ADA pedestrian ramps as is required by law when resurfacing a street, and modification <br /> of 38 existing ADA pedestrian ramps significantly out of compliance with current <br /> standards as is required by law before resurfacing. <br /> The project was designed in-house and advertised for a competitive bid. The City <br /> Council awarded a contract for $495,848 to the low bidder, Villalobos & Associates, Inc., <br /> on March 21, 2023, and authorized the Director of Engineering to approve change <br /> orders up to the project contingency amount of $74,377 for additional work deemed <br /> necessary during construction. Villalobos & Associates, Inc. began work in May 2023. <br /> DISCUSSION <br /> Budget <br /> Four change orders totaling $60,752, including a balancing change order, were issued <br /> during construction. The work modified by change orders included: <br /> c Change Order No. 1 involved work at 625 Del Sol Avenue: Removed and disposed <br /> of a 10-inch tree and ground the stump for $750. The existing tree root lifted the <br /> sidewalk and required removal to replace the sidewalk. City Staff will plant a <br /> replacement tree. <br /> o Change Order No. 2 involved work at two locations: <br /> ■ Touriga Drive and Blanc Court: Removed and replaced drainage inlet grate and <br /> set to new grade for $1,000. <br /> ■ Del Sol Avenue and Bevilacqua Court: Over-excavated approximately 900 <br /> square feet with a minimum of 18 inches below finished grade to address <br /> unstable soils for installation of new ADA ramps and concrete valley gutter for <br /> $4,000. <br /> o Change Order No. 3 involved work at 200 Old Bernal Avenue: Removed and <br /> replaced approximately 1,570 square feet of lifted and broken sidewalk, which <br /> created potential tripping hazards, for $29,830. <br /> c Change Order No. 4 involved removing and replacing 824 square feet of sidewalk <br /> and 183 linear feet of curb and gutter at various locations including 4875 Hillcrest <br /> Way, 4811 Golden Road, 4823 Golden Road, 4835 Golden Road, 5017 Golden <br /> Road, and 1664 Orchard Way, for $25,172. <br /> c Balancing Change Order: Added 12 square feet of sod replacement and 10 linear <br /> feet of curb and gutter; credits for 14 square feet of sidewalk, 319 square feet of <br /> temporary asphalt concrete, and two unmodified ADA ramps (that were removed <br /> from the work by staff) totaled $5,534. <br /> The total sum of curb and gutter, sidewalk, and sod work outlined in the balancing <br /> change order resulted from minor changes to the limits of removal and replacement <br /> throughout the project identified as "necessary" in the field compared to the plans. The <br /> temporary asphalt concrete was completed as a part of the 2023 Streets Preventative <br /> Maintenance Project, CIP No. 23570. <br /> Page 2 of 3 <br />
