After listening to public testimony and discussing the project, the Planning Commission, <br /> on a 5-0 vote, voted to recommend approval of the project subject to modified <br /> conditions (Exhibit A, Attachment 1). <br /> The following are the modified conditions per the Planning Commission: <br /> • Allow fencing approximately 10 feet in height maximum at front and rear (narrow) <br /> ends of the existing tennis court <br /> • Allow fencing approximately 8 feet in height maximum on the long sides of the <br /> existing tennis court, extending from the existing approximately 10-foot-tall corner <br /> poles to the service line <br /> • Vining vegetation will be planted to grow along the tennis court fencing, and tall, <br /> 5-gallon minimum vegetation, such as evergreen trees, will be placed between <br /> the court and property fencing <br /> • Applicant and neighbor will share repair costs for an approximately 7-foot-high <br /> solid wood fence along the property line between 2207 Martin Ave and 3520 <br /> Dennis Ave <br /> • Adopt R-1-40,000 District development standards for the rest of the lot. <br /> As previously described in this section of the agenda report, the applicant/property <br /> owners made a public comment at the Planning Commission hearing that tennis court <br /> lighting is not being proposed. In addition, not installing tennis court lighting was <br /> reaffirmed per the agreement with the concerned neighbors resulting from the recess. <br /> This was not reflected in the Planning Commission action, but staff has included in the <br /> modified conditions. <br /> DISCUSSION <br /> Development on the project site is governed by the following land use designations and <br /> regulations: <br /> • General Plan: The subject property has a General Plan Land Use Designation of <br /> Low Density Residential (LDR), which allows a maximum density of less than two <br /> dwelling units per gross acre (translating to a density of 1.999...dwelling units per <br /> acre) with a mid-point density of one dwelling unit per gross-acre. The existing <br /> single-family dwelling unit and proposed development standards of the <br /> R-1-40,000 District would be consistent with the low-density designation. <br /> • Zoning: The site is zoned PUD-LDR, meaning that development standards for <br /> the project would be established as part of the related PUD development plan. <br /> The zoning for the property does not currently include established development <br /> standards (e.g., setbacks, floor area ratio, parking, etc.), and would be <br /> determined as part of this application in accordance with the PUD Chapter of the <br /> Pleasanton Municipal Code (PMC). <br /> A detailed analysis and discussion of the proposed project including discussion of <br /> consistency with the General Plan and zoning, fencing, etc., are included in the <br /> attached Planning Commission agenda report (Attachment 2). <br /> Page ":: of <br />
