As detailed in the report, staff and the commission concluded the proposed <br /> development standards are consistent with the General Plan and Zoning for the subject <br /> parcel, and other developments in the vicinity. Although concerns were raised by some <br /> neighbors with respects to visual impacts of the tennis court fence, tennis balls going <br /> into private property, and potential lighting, the recommended modified conditions of <br /> approval have been added. <br /> PUBLIC NOTICE <br /> Notice of this application was sent to surrounding property owners and tenants within a <br /> 1,000-foot radius of the site and published in the newspaper. The noticing map is <br /> included as Attachment 4. At the time this report was published, staff has not received <br /> any public comments. <br /> ENVIRONMENTAL ASSESSMENT <br /> Environmental review for the proposed project was undertaken with the Initial <br /> Study/Negative Declaration adopted by the City Council for RZ-97-2 in conformance <br /> with the standards of the California Environmental Quality Act (CEQA). There are not <br /> substantial changes to the project or the circumstances under which the project is being <br /> undertaken that involve new significant environmental effects or that substantially <br /> increase the severity of previously identified effects. Furthermore, there is no new <br /> information of substantial importance which was unknown at the time the Initial <br /> Study/Negative Declaration was adopted by the City Council regarding the project or its <br /> effects, mitigation measures, or alternatives. Any previously identified effects or impacts <br /> are mitigated to a level of insignificance, with the mitigation measures incorporated into <br /> the project's design or imposed on the project pursuant to the conditions of approval. <br /> Therefore, no new environmental document accompanies this agenda report. <br /> CONCLUSION <br /> The Planning Commission reviewed the proposed development standards and as <br /> modified and conditioned, believes they are consistent with the General Plan and <br /> Zoning for the subject parcel and consistent with other development requirements in the <br /> vicinity.
