Scope of Work <br /> Preparation of Plans,Specifications and Estimates <br /> Sunol Boulevard/I-680 Improvements Project <br /> August 21,2023 <br /> • Construction monitoring as defined in the Paleontological Mitigation Plan and <br /> measures to protect California tiger salamander, California red-legged frog, <br /> Alameda whipsnake, and other special-status species. <br /> In addition, the ECR will specify timing and responsible parties for each item. <br /> Task 8.4 Environmental Permits <br /> AECOM will prepare permit applications including detailed project description, area and <br /> quantities of fill within streambed, types of fill, methods of diversion if needed, and types <br /> of equipment used to do all in-channel/floodplain work. If needed, AECOM will assist in <br /> coordination with, and attend, one interagency meeting with the permitting agencies. <br /> As part of these activities, AECOM will perform GIS analysis of sensitive resources and <br /> project impacts to develop impact acreages for each permit application. Up to two <br /> revisions of the GIS analysis and related permit application figures are assumed, to <br /> address ongoing design changes during PS&E. <br /> AECOM will prepare applications for the following permits. <br /> • CDFW Streambed Alteration Agreement Notification(Section 1602 permit) In <br /> accordance with CDFW requirements on other recent projects, a Woodrat <br /> Relocation Plan and an On-site Revegetation and Restoration Plan will be <br /> prepared as attachments. As part of the application and to support preparation of <br /> the Plant Removal Plan sheets,the tree inventory prepared during PA&ED will be <br /> reviewed for updates. <br /> • CDFW Incidental Take Permit(for California tiger salamander and Alameda <br /> whipsnake). <br /> • Section 404 permit for placement of fill in United States Army Corps of <br /> Engineers (USACE)jurisdictional wetlands, as identified in the project's <br /> jurisdictional delineation prepared during PA&ED. Although the area of impacts <br /> to jurisdictional waters identified in the IS/MND is extremely small, USACE <br /> verification of the delineation is pending,and the extremely wet conditions of <br /> 2023 may have increased the size of waters in the project footprint. The need for a <br /> Section 404 permit is therefore assumed. A Nationwide Permit 414 is expected to <br /> be appropriate. <br /> • Section 401 Water Quality Certification and/or Report of Waste Discharge from <br /> the San Francisco Regional Water Quality Control Board(RWQCB). AECOM <br /> will prepare materials to support the current RWQCB 401 Certification Rule <br /> process (as amended in June 2022), and attend one pre-application meeting with <br /> RWQCB staff. <br /> AECOM will reconcile agency review comments on the environmental permit <br /> applications, prepare updated permit applications as required, and provide applications to <br /> Caltrans to submit for regulatory agency approval.
