Scope of Work <br /> Preparation of Plans,Specifications and Estimates <br /> Sunol Boulevard/1-680 Improvements Project <br /> August 21,2023 <br /> • Approval of a NEPA Categorical Exclusion. AECOM will complete a Caltrans <br /> Categorical Exclusion Checklist and a NEPA Categorical Exclusion <br /> Determination Form. <br /> Task 8.2 Other Technical Report Addenda <br /> If the PS&E project design affects areas not addressed in the existing technical reports, <br /> Caltrans is anticipated to require additional studies or addenda to be prepared in <br /> accordance with Caltrans procedures. Data developed under previous studies will be used <br /> to the extent feasible. Depending on the locations and nature of the changes, addenda <br /> could be required for the Natural Environment Study, Jurisdictional Delineation, Visual <br /> Impact Assessment, and Cultural Reports. For purposes of this scope, it is assumed that <br /> up to three technical addenda may be needed. <br /> In addition, since the project area is sensitive for paleontological resources, <br /> paleontological monitoring during construction will be required in accordance with the <br /> project's California Environmental Quality Act (CEQA) Initial Study with Mitigated <br /> Negative Declaration (IS/MND). At 95% PS&E, AECOM will update and finalize the <br /> monitoring recommendations from the 2021 Paleontological Evaluation Memo for the 1- <br /> 680 Sunol Boulevard Interchange Improvements Project and the 2019 I-680 Express <br /> Lanes from SR 84 to Alcosta Boulevard Project: Paleontological Evaluation <br /> Report/Paleontological Mitigation Plan (PER/PMP). The information will be presented <br /> in short a memo that includes a table of monitoring recommendations by station <br /> number/area. <br /> Task 8.3 Re-Validation and Environmental Commitment Record <br /> AECOM will prepare a NEPA/CEQA Re-Validation, which Caltrans requires to confirm <br /> that the environmental document approved during PA&ED remains valid before the <br /> project proceeds to the next approval (Ready to List). The Re-Validation only needs to <br /> address substantial changes in the project design, right-of-way needs/acreages, and/or <br /> environmental setting, impacts, and commitments that affect the original findings of the <br /> environmental document. This scope assumes up to two iterations of the Re-Validation <br /> may be needed—one to submit with the CDFW permit applications (because CDFW will <br /> not issue permits for projects with pending CEQA clearance), and a second one to record <br /> final impact and mitigation acreages from the regulatory agency permits. <br /> As part of the Revalidation, AECOM will create an Environmental Commitment Record <br /> (ECR) based on measures developed during the PA&ED phase and requirements from <br /> the regulatory permits that must be implemented before, during, and after construction. <br /> The ECR is also required for RTL. The ECR will document the environmental <br /> commitments that apply to the project or plans, including: <br /> • Preconstruction surveys for Diablo helianthella and Congdon's tarplant; western <br /> pond turtle, western burrowing owl, San Francisco dusky-footed woodrat, <br /> American badger, bats, migratory birds, raptors, and nesting birds; and California <br /> tiger salamander, California red-legged frog, and Alameda whipsnake; <br /> Page 31 of 42 <br />
