Scope of Work <br /> Preparation of Plans,Specifications and Estimates <br /> Sunol Boulevard/I-680 Improvements Project <br /> August 21,2023 <br /> agency, pursuant to 23 United States Code (USC) 327 and the Memorandum of <br /> Understanding dated May 27, 2022, and executed by FHWA and Caltrans. If the project <br /> does not receive FHWA funding, a different process would be required to obtain the <br /> federal permits/approvals for the project because Caltrans does not have the authority to <br /> approve NEPA actions or conduct federal consultation outside of the Caltrans ROW. <br /> Level of effort associated with that process would be subject to additional scope. <br /> AECOM will coordinate with Caltrans throughout the preparation, review, and <br /> acceptance of the deliverables below, and support Caltrans and City coordination with <br /> permitting agencies and mitigation providers. <br /> Unless otherwise noted, for each deliverable in this task, AECOM will prepare an <br /> administrative draft version for team review and comment, a draft for Caltrans review, a <br /> revised draft incorporating any Caltrans comments, and a final draft for Caltrans <br /> signature. <br /> Task 8.1 Technical Report Updates for NEPA Compliance/NEPA Categorical <br /> Exclusion <br /> The following items are required for NEPA clearance and to support federal <br /> permits/approvals. <br /> • Approval of Cultural Resource Findings under Section 106 of the National <br /> Historic Preservation Act. AECOM will convert the approved CEQA-only <br /> Historic Resources Compliance Report, Archaeological Survey Report, and <br /> Project Area Limits map to a NEPA/Section 106-compliant Historic Properties <br /> Survey Report, Archaeological Survey Report, and Area of Potential Effects map. <br /> • Approval of Biological Resource Findings under Section 7 of the Federal <br /> Endangered Species Act. AECOM will complete the United States Fish and <br /> Wildlife Service (USFWS) Biological Assessment that was initiated during <br /> PA&ED and perform an analysis of project lighting on species habitat, which is <br /> now required by the USFWS and California Department of Fish and Wildlife <br /> (described further below). The Biological Assessment is needed to obtain a <br /> Biological Opinion from USFWS, which in turn is needed to obtain the resource <br /> agency permits listed in Task 9.4 below. <br /> AECOM will prepare a simulation of the effect of project lighting on species <br /> habitat using AGi32 version 17.5 (Lighting Analysts Inc.) or similar software. <br /> The simulation will produce isolines that can be overlaid on habitat mapping to <br /> approximate illumination impacts at various lux values. AGi32 does not account <br /> for existing illumination from roadway traffic, topography, or obstacles in the <br /> landscape, so the isolines will be manually adjusted in GIS.
