(Attachment 2), subject to minor modifications approved by the City Manager and City <br /> Attorney. <br /> FINANCIAL STATEMENT <br /> The cost of past and proposed consultant services related to the EIR for this project is <br /> $346,594 and fully funded by Ponderosa Homes, through a Reimbursement Agreement <br /> with the City. <br /> DISCUSSION <br /> After receiving approval of the PSA in September 2018, Ponderosa Homes spent the <br /> latter part of 2018 and beginning of 2019 preparing a proposal for a residential <br /> subdivision with public land dedication to present to the City for four unincorporated <br /> properties located at 10807, 11021, and 11033 Dublin Canyon Road and the parcel west <br /> of 11021 Dublin Canyon Road. During its efforts to refine the proposal to address <br /> solicited City and public feedback, the CEQA guidelines changed. The added analysis <br /> FCS had to undertake in 2019 increased costs by an additional $39,870, which exceeded <br /> the contingency amount of the approved agreement at that time. The City Council <br /> approved adding a $39,870 amendment to the base amount of the initial contract, <br /> bringing the total not-to-exceed contract amount to $262,016, to preserve the <br /> contingency funds for other unforeseen costs which may arise during the process. <br /> Ponderosa continued its efforts to refine the proposal at the start of 2020; however, it was <br /> unable to progress during the pandemic. When Ponderosa was ready to reengage, the <br /> City was undertaking the 6th Cycle Housing Element Update, which included the Lester <br /> and Ponderosa properties as potential sites. Ponderosa could not proceed until the <br /> outcome of the sites in relationship to the Housing Element Update was determined. The <br /> Housing Element Update was completed earlier this year, allowing Ponderosa to move <br /> forward; however, state and local guidelines had again been updated, and new <br /> environmental topics now must be analyzed and included to complete the EIR. FCS has <br /> provided a second amendment proposal outlining the additional cost of$84,578, which <br /> exceeds the available contingency funds.
