The PSA with FCS expires in November 2023 and the Reimbursement Agreement with <br /> Ponderosa has expired. PSA agreements are generally valid for up to 5 years; however, <br /> while the scope of this project and its merits have not changed over the years, <br /> environmental topics have progressed while the project was paused and those new <br /> topics must be analyzed and addressed in the EIR. As this project is not new or wholly <br /> revised and the current PSA is still active, staff recommends the City Council approve a <br /> second amendment to the existing PSA with FCS.
