Open Space—Public Health and Safety Lands <br /> The public health and safety designation covers seven of the proposed parcels,as shown in the <br /> RFP.The EIR will evaluate the proposed re-designation of these areas to Low Density Residential <br /> and will identify mitigation where needed to ensure that future residents are not exposed to <br /> conditions that would adversely affect public health and safety. <br /> Prgoa_SEte <br /> 3. LAFCO—Analysis of Open Space and Agricultural Lands <br /> LAFCO requires an assessment of the impacts on prime agricultural, agricultural and open space <br /> lands of the Project(as defined by Govt. Code§56064,and§56016).The assessment—either as <br /> part of the EIR,or as part of a formal LAFCO application—will contain sufficient information to <br /> determine the following: <br /> (1) how the applicant intends to mitigate any impacts to these lands;and <br /> (2) the ability to avoid impacts to prime agricultural, agricultural and open space lands; minimize <br /> impacts to these lands;and mitigates impacts that cannot be avoided. <br /> The Project contains substantial "agricultural and grazing"acreage located outside the UGB,which <br /> is proposed to be retained as public or private open space;a substantial portion(70+acres)would <br /> be dedicated to EBRPD,while the remainder would be owned and maintained by the HOA. <br /> Certain acreage along Devany Creek would be retained by the Lester family and maintained as <br /> open space,while the area underlying Lots 22-26 is proposed for conversion from open <br /> NORTttAMERICa i EUROPE WRiCA I AUSTR"I"A <br /> FIRSTCARBONSOLUTIONS.COM 3 <br />
