FCS strives to present technical information in a way that is readily accessible to the <br /> public:using exhibits and graphics wherever possible to tell the story of the project.We also use <br /> appendices to incorporate highly technical information so that the body of the document can maintain a <br /> more reader-friendly tone and style.Our editors ensure that the Environmental Impact Report(EIR) <br /> reads with a single voice and maintains consistent formatting and grammar. <br /> As noted in the Request for Proposals (RFP),the key environmental issues that will require the most <br /> extensive analysis in the CEQA document include aesthetics, biological resources,land use, utilities and <br /> services,geology and soils,hydrology and water quality,and traffic and circulation.Accordingly, our <br /> approach to the EIR will include a thorough analysis of these issues(along with all other CEQA topics)to <br /> demonstrate the potential impacts that could result from the project,as well as the level of mitigation <br /> that would be required to reduce those impacts. In the end,the purpose of the EIR is to provide factual <br /> information that allows for informed public input and supports the City in their consideration of the <br /> project application. <br /> As requested by the City, FCS will also prepare drafts of all required CEQA notices, including the Notice of <br /> Preparation(NOP)Notice of Completion (NOC), and Notice of Determination (NOD),for the City's <br /> review,approval, and distribution. Our in-house legal counsel also regularly prepares Findings of Fact for <br /> public agencies,and we are happy to provide this service as part of our core team. <br /> FCS proposes a ten-month schedule starting in August 2018 and ending with a Final EIR in June 2019. <br /> Our work plan includes peer review of technical studies and concurrent preparation of the EIR while the <br /> transportation analysis is underway,allowing us to daylight any opportunities or constraints that could <br /> affect the analysis,the schedule,or the budget. <br /> Based on our long history of working with the City, FCS works proactively to identify opportunities for <br /> streamlining.We raise issues early on for discussion,resolution,and implementation of a preferred <br /> strategy.As we have demonstrated on our other projects for the City,we will stay in regular contact with <br /> the assigned planner(Natalie Amos)to ensure that the CEQA process stays on track.
