In the event the EOC is activated, the Public Information Officer (PIO) or their <br /> designee will report to the EOC to coordinate with the EOC Director. The lead <br /> PIO will also work closely with all other EOC response sections to ensure a <br /> consistent message to EOC and emergency response staff as well as to the <br /> public at large. <br /> All incoming media inquiries should be referred to the lead PIO or designee who <br /> may designate other PIOs (who may be in the EOC or in the field). All information <br /> released must be approved by the EOC Director or designee. If communication <br /> with the EOC is unavailable, field PTOs should coordinate the release of scene- <br /> specific information with the Incident Commander at their incident location prior <br /> to releasing any information to the public or media. PIOs will make every effort to <br /> conduct regularly scheduled briefings and distribute regular media releases to <br /> inform the media and public about the incident and response. Depending on the <br /> scale of the incident, a Joint Information Center (JIC) may be established to help <br /> coordinate the release of information. <br /> 10.EMERGENCY NOTIFICATION <br /> Requests for the dissemination of emergency communications should include <br /> specific information that supports the request including targeted geographic <br /> information, assessment of risk, and the intended goal of the communication. If a <br /> specific form of messaging is requested, that should also be indicated. <br /> The PIO in the EOC shall have primary responsibility for formulating any <br /> emergency messages. Requests for emergency messages from a Department <br /> Operations Center (DOC) will be channeled through the Operations section and <br /> transmitted to the PIO for action. Once formulated by the PIO or designee, the <br /> message will be approved by the EOC Director or designee. Once approved, the <br /> message will be transmitted by the PIO to/through the appropriate <br /> agency/channels. <br /> 11.EMERGENCY PURCHASING & PROCUREMENT <br /> For purposes of addressing a local emergency, the City Manager may authorize <br /> the expenditure of unappropriated available money. Any expenditures made in <br /> connection with emergency activities, including mutual aid activities, shall be <br /> deemed conclusively to be for the direct protection and benefit of the inhabitants <br /> and property of the City (§2.44.040). The City Manager shall seek retroactive <br /> City Council approval of any expenditures of unappropriated funds used to <br /> address a local emergency. <br /> 5 <br />
