Local Emergency: Title 2, Section 44.020 of the Pleasanton Municipal <br /> Code defines "emergency" as: the actual or threatened existence of <br /> conditions of disaster or of extreme peril to the safety of persons and <br /> property within the city caused by such conditions as air pollution, fire, <br /> flood, storm, epidemic, riot or earthquake, or other conditions, including <br /> conditions resulting from war or imminent threat of war, but other than <br /> conditions resulting from a labor controversy, which conditions are or are <br /> likely to be beyond the control of the services, personnel, equipment, and <br /> facilities of the city, requiring the combined forces of other political <br /> subdivisions to combat. <br /> d. Disaster Service Worker: All public employees, which are persons <br /> employed by any county, city, state or public district. Employees sign a <br /> Disaster Service Worker registration form upon hiring. <br /> 4. PRIORITIES OF RESPONSE <br /> • Protect life <br /> • Maintain law & order <br /> • Protect property <br /> • Protect the environment <br /> • Restore community to normal operations (restore critical infrastructure) <br /> • Ensure cost recovery <br /> 5. AUTHORITY <br /> This policy authorizes the City Manager and Department Directors to carry out all <br /> emergency plans as documented and adopted by the City Council. <br /> 6. ACTIVATION <br /> The City Emergency Operations Center (EOC) will be activated at the direction of <br /> the EOC Director or designee whenever an emergency, disaster or situation <br /> exists which requires an above-normal level of coordination between <br /> departments and/or agencies. Specific elements of the EOC may be <br /> progressively activated as warranted by the needs of the emergency. <br /> If an emergency, disaster, or situation occurs that requires additional resources <br /> but does not warrant a full EOC activation, a Department Operations Center <br /> (DOC) may be activated until such time that a full EOC activation is necessary. <br /> 3 <br />
