1. OVERVIEW <br /> The City of Pleasanton is dedicated to providing an efficient, coordinated <br /> response to any disasters and/or significant events that could threaten the well- <br /> being and health of residents and visitors to our community. Disaster <br /> coordination and management will involve all affected City departments and any <br /> other related city, county, state, federal, private sector, or non-profit agencies that <br /> can assist in providing resources and recovery related to disaster preparedness <br /> and response. These occurrences shall be defined, but not limited to: <br /> earthquakes, landslides, fires, floods, storms, power outages, terrorism, <br /> hazardous material incidents, disease outbreak, epidemic and/or related public <br /> health emergency, civil disturbances, criminal mass-casualty incidents, or any <br /> other emergency requiring a coordinated, multi-agency response. <br /> 2. PURPOSE <br /> This policy is designed to facilitate the safest, most effective and efficient <br /> response to a disaster or emergency in the city. The purpose of the City's <br /> Emergency Operations Plan (EOP) is to protect and sustain life, prevent further <br /> destruction, protect property and the environment, restore and maintain order, <br /> and facilitate recovery. The primary objective of the EOP is to coordinate the <br /> personnel, facilities, and other resources of the City into an efficient organization <br /> capable of responding to any emergency in accordance with the City's <br /> established EOP guidelines which are based on the Standardized Emergency <br /> Management System (SEMS) and the National Incident Management System <br /> (NIMS). <br /> 3. DEFINITIONS <br /> a. Emergency Operations Center (EOC): A location from which centralized <br /> emergency management may be performed during a major emergency or <br /> disaster. This location facilitates a coordinated response by City personnel <br /> and representatives from other agencies and organizations that are <br /> assigned emergency management responsibilities. <br /> b. Emergency Plans: The State of California Emergency Services Act <br /> Section 8560 defines Emergency Plans as official and approved <br /> documents which describe the principles and methods to be applied in <br /> carrying out emergency operations, continuing government and business <br /> operations or rendering mutual aid during emergencies. "Emergency <br /> Plans" include the Emergency Operations Plan, Continuity of Operations <br /> Plan, Business Continuity plans, or other documents that include such <br /> elements as continuity of government, the emergency services of <br /> 2 <br />
