To assist in meeting this timeline, the City
already began coordination with the dry utility companies to obtain record information.
We prepared the following scope and budget based on our understanding of the efforts required,
field meeting with City staff on July 19, 2023, and recent follow-up phone conversations and e-
mail correspondences with City staff.
Task 1.0— Meetings/Field Investigations/Project Management
PCG will conduct meetings and field investigations with City staff during the design phase to
determine the preferred final alignment in addition to discussing tie-in/connection work. This
task also includes various project management tasks as required throughout the project.
Deliverables: Meeting Minutes
Task 2.0 -Topographic Survey
Due to the complexity of the existing utilities in the area and general roadway configurations, we
strongly recommend a topographic survey. PCG,along with our survey subconsultant,Dains Land
Surveying (DLS), will research City of Pleasanton and Alameda County records for "As-Built"
improvement plans, reports, studies and other data pertinent to the project. Topography will be
established and tied to horizontal and vertical control. The survey scope will consist of providing
reference points, topographic information, establishment and listing of benchmarks and field
monuments, site data control, and utility information along affected roads. Existing right-of-way
and adjoining property information will be obtained and shown on the project base map.
To assist in survey development and design, the City will notify Underground Service Alert to
mark existing utilities along Bernal Ave between Nevada St and Tawny Dr. It would be ideal for
the City at a minimum to mark the location of their existing water/sewer main infrastructure, the
36" Zone 7 transmission main, and traffic signal system (detector loops, conduits) prior to the
field survey. The survey will record the location of the marked underground utilities.
Deliverables: Topographic Base Map
Task 3.0 - 50% Plans, EOPC
Upon completion of the previous tasks, PCG will develop a preliminary alignment and submit to
the City for review. Following the City review, PCG will finalize the 50%design submittal consisting
of plans and preliminary Engineers Opinion of Probable Construction Cost (EOPC). Progress plans
will show the anticipated alignment and be prepared in AutoCAD Civil 3D 2022 on 2204 sheets.
Connection details to existing water mains, alignment callouts will be shown along with any
profiles needed to further show the intended design. Bid quantities will be estimated for each
work item and a cost estimate prepared based on unit prices. Unit prices will be based on recent
bid tabulations from similar projects and discussions with local contractors if needed.
