It can take several months to one year to place a measure on the ballot. The upcoming
elections will be the March 2024 Primary Election and the November 2024 General
Election. The chart below depicts the November 2024 election timeline and the ballot
preparation process.
AUG 9 NOV 5
Poll#1: Poll#2: Council Filing
Earl Final Deadline Election Day
Timeline Feasibility
eas bility Feasibility Action
Early Engagement/LISTENING Election Window '
During the strategic planning and community outreach phase, the City will focus on
polling and research to obtain community input on Pleasanton's needs, challenges, and
solutions, and explore potential measure options. Voters, opinion leaders, and
community members will be engaged early on to provide feedback and help build a
plan.
If feasibility shows that the community is in support of a ballot, the City will develop
strategies to engage residents, businesses, community leaders, and grassroot
organizations to share information around the need for and benefits of the proposed
measure. The community will be engaged through a full spectrum of communication
channels such as public meetings, informational outreach, direct mail, City website, and
social media channels.
A second public opinion poll is likely to be conducted to confirm voter support. A ballot
package would be developed including required legal documents such as ballot
language and the city attorney's impartial analysis of the measure and delivered to the
Registrar of Voters.
A successful measure requires leadership from the City Council and collaboration
between City staff and the community. All funds generated from a possible measure
would be locally controlled and would stay in Pleasanton to provide essential City
services and facility improvements.
To provide the City Council and the community with sufficient information about the
revenue measure development process, staff interviewed consulting firms specializing
in developing revenue measures for the ballot and selected Clifford Moss to assist the
City with the preliminary work. At the August 15, 2023, City Council meeting, Clifford
Moss will provide the Council and community an overview of the process and timeline
for ballot measure development. Next steps will be developed after receiving direction
from the City Council.
