wholesale regional sewer treatment charges. This law still requires that the City provide <br /> 30-day notices to ratepayers prior to such automatic adjustments taking effect. The City <br /> is proposing that when DSRSD or the City of Livermore increase their respective <br /> regional sewer rates that apply to Pleasanton customers, the City will notify its <br /> customers 30 days prior to such automatic adjustments taking effect. <br /> Structural Changes — Ruby Hill Local Sewer Rates <br /> The City of Pleasanton is required to maintain the collection system within Ruby Hill, <br /> which receives treatment services from Livermore. The current Ruby Hill rate structure <br /> is 90 percent of the City's sewer rates. On November 10, 2017, the City and Livermore <br /> executed an amendment to their original agreement limiting the Ruby Hill sewer service <br /> charge to no more than 90 percent of both the City and Livermore's sewer service <br /> charges (supported by City of Pleasanton Resolution 17-967 and City of Livermore <br /> Resolution 2017-195). No changes are being proposed to the Ruby Hill Local sewer <br /> rates as part of this rate study. Any structural changes to these rates will be addressed <br /> in the formal agreement between the City and the City of Livermore. <br /> The proposed bi-monthly local sewer bill rates for Ruby Hill customers as of November <br /> 1, 2023 is included in the attached public hearing notice. <br /> COMPARISON OF PROPOSED WATER AND SEWER RATES WITH OTHER <br /> JURISDICTIONS <br /> The final step in the analysis and development of the rates is how Pleasanton's water <br /> and sewer rates compare to other agencies that provide similar services. Table 5 below <br /> compares the City's current and proposed water rates to the surrounding jurisdictions. <br /> As you can see the City's water rates are lower than surrounding jurisdictions for a <br /> household consuming 20 CcF of water per bi-monthly period. <br /> [Table 5 on following page] <br /> Page 13 of 17 <br />
