Pleasanton suitable for light industrial and service commercial uses. While this remains a factor/concern,
several other commercially-zoned sites were excluded from consideration by City Council (e.g., Rheem
Drive, Sonoma Drive), leaving them available for similar service commercial uses.
The inclusion of the Boulder Street site, if supported by City Council, will require adjustments to the
Housing Element in the following ways:
• Add reference to Area 20 (Boulder)throughout Appendix B (i.e., B-24, B-29, Appendix B maps,
and Appendix F tables and maps).
• Add a site sheet to Appendix B for Area 20. The original sheet reviewed by the Council earlier in
the process for the site is attached for reference, Attachment 1. Information included on the sheet
may be refined/updated prior to re-submittal of the Housing Element to HCD.
• Adjust the site inventory to account for the addition of the site (i.e., add 284 units to the very low
and low-income category). The inventory numbers will be updated throughout the document
(i.e., Pages 20, B-27, and Table B-15).
With the addition of Area 20 and 284 units from the lower income category, the buffer increases to 291
units within this category to meet the City's Regional Housing Needs Assessment requirements, as
shown below. A clean version of this table is attached for reference, Attachment 2.
Table 3-1: Residential Development Potential and RHNA (Modified to Remove Kaiser and Add Area 20)
ModerateExtremely Very Above
Low Moderate Total
Low Low
RHNA See Very Low 1,750 1,008 894 2,313 5,965
ADUs See Very Low 5 28 46 14 93
Approved/Entitled Projects - 127 - 691 818
Remaining RHNA See Very Low 1,745 853 848 1,608 5,054
Site Inventory See Very 966 784 547 459 72
1,790
Surplus/(Shortfall) See Very Low/Low (1-,632 1,814) (301) (1,149) 3-I)
i
Rezone Sites See Very Low/Low 4 82T 2,105 362 1,543 43 726
Surplus/(Shortfall)With See Very 1.99 291 61 394 644 746
Rezone Sites Low/Low —
Source: City of Pleasanton, L INC
While staff believes the very low degree of current utilization and other site characteristics make this a
viable site for housing development within the next 8 years, if Area 20 should not prove acceptable to
California Department of Housing and Community Development(HCD), staff recommends adding Area
11 (Old Santa Rita)to the 6th Cycle Housing Element as an alternative site in the inventory. Similar to
Area 20, this site was eliminated in the Council's prior discussion, in part based on concern that it would
reduce the number of locations in Pleasanton suitable for light industrial and service commercial uses.
As for Boulder Street several other similarly zoned sites were excluded from consideration by City
Council (e.g., Rheem Drive, Sonoma Drive), still leaving them available for similar service commercial
uses.
