Adjustments to the text and tables on the above-referenced pages of the Housing Element as noted above for Area 20 would be required, except with reference to Area 11 instead of Area 20. The Area 11 site sheet is included as Attachment 4 for reference. If Area 11 is added instead of Area 20,to limit the size of the buffer, staff suggests constraining the capacity assumption on the site to be no more than 250 units in the very-low and low income category.2 With the addition of Area 11 and 250 units from the lower income category,the buffer would increase to 257 units within this category. If directed by City Council,the 6`h Cycle Housing Element will be updated to reflect the changes described above prior to resubmittal to HCD. All other analysis and recommendations of the June 6, 2023, Agenda Report remain valid. In light of the changes proposed to the Sites Inventory, staff modified the Resolution for adoption of the amended Housing Element to include findings related to the Boulder Street and Old Santa Rita Road sites, and to acknowledge the changes to the Sites Inventory. Further,the wording of the Recommendation is modified as follows: Adopt a resolution(Attachment 3)amending the adopted Land Use Element and 2023-2031 Housing Element of the General Plan in response to HCD comments, as recommended by Planning Commission, and with further amendments to the sites inventory to delete the Kaiser Site (APN 941-120105203) and add Area 20 (Boulder Street) or, if necessary Area 11 (Old Santa Rita Road) with an assumed yield of no more than 250 units.
