Staff has provided a similar <br /> recommendation to City Council throughout the process, recognizing that the Sites Inventory is still <br /> under review by HCD (and will not be considered final until HCD certifies the Housing Element), and <br /> maintaining a modest buffer provides a margin of units to address no-net loss provisions of State law as <br /> future residential applications come forward. <br /> Throughout the Housing Element update process, 29 potential re-zone sites were considered; 24 of <br /> which were considered in greater depth through the public review process and in the Housing Element <br /> Program Environmental Impact Report(EIR)—the review process included a comprehensive initial sites <br /> ranking against criteria established by City Council; Vehicle Miles Traveled(VMT) analysis; analysis of <br /> school impacts; traffic Level of Service (LOS) impacts, owner interest; geographic distribution of sites; <br /> and extensive public input. At the City Council's direction, the site list for inclusion in the 61h Cycle <br /> Housing Element was ultimately reduced to 18 sites to reduce the overall buffer above RHNA'. <br /> With removal of the Kaiser site,the buffer of lower-income units is decreased from an already modest <br /> 189 units to 7 units. For the reasons noted above, staff recommends adding back an additional high- <br /> density re-zone site (i.e., that would yield units in the lower income RHNA category). Staff suggests <br /> adding Area 20 (Boulder Street)to the 6ch Cycle Housing Element. This site was eliminated in the <br /> Council's prior discussion, in part based on concern that it would reduce the number of locations in <br /> 'The overall buffer in the approved Housing Element was 507 units. <br /> Page 2 of 4 <br />
