P23-0338, 11300 Dublin Canyon Road Planning Commission <br />5 of 6 <br />▪ Construct a five-foot-wide sidewalk/path on the north side of Dublin Canyon Road; <br /> <br />▪ Construct an eastbound turn pocket on Dublin Canyon Road to access the project; <br /> <br />▪ Construct a westbound deceleration lane into the project; <br /> <br />▪ Construct curbs and gutters on the north side of Dublin Canyon Road; and <br /> <br />▪ Underground all utilities along the property frontage on the north side of Dublin Canyon <br />Road. <br /> <br />Please see the prior Planning Commission agenda report for project details. <br /> <br />DISCUSSION <br />The prior CUP approval was part of a PUD modification under PUD-114-01M. Under the PUD <br />modification, the design of the Church has been approved; however, no building permit has <br />been submitted or issued. The applicant did not realize the expiration of the previously <br />approved CUP until the approval date lapsed. The applicant thus requested the approval be <br />reinstated with no changes to the building design or the operational program of the Church. <br />Additionally, the applicant is preparing construction plans for building permit review and <br />issuance by the end of 2023 or beginning of 2024. As previously noted, the project was <br />unanimously approved by the Planning Commission, and numerous community members <br />spoke in support of the application (see Attachment B for July 14,2021 Planning Commission <br />Meeting Minutes). <br /> <br />In March 2022, the City Council adopted Climate Action Plan (CAP) 2.0. Following the <br />adoption of CAP 2.0, staff prepared a CAP checklist for the purpose of determining a proposed <br />project’s compliance in greenhouse gas (GHG) emission reduction. Although it is atypical to <br />require a design item in a CUP application, staff finds it is important to ensure a new project, in <br />this case, the construction of the Church facility, would conform to the programs and measures <br />of CAP 2.0. As such, staff has added a condition of approval requiring the applicant to <br />complete the CAP 2.0 GHG Emission Compliance Checklist. The applicant has no objections <br />to satisfying this requirement. <br /> <br />PUBLIC NOTICE <br />Notice of this application was sent to surrounding property owners and tenants within a <br />1,000-foot radius of the site. Staff has provided the location and notice maps as Exhibit C for <br />reference. At the time of the report publication, staff received no comments or concerns <br />regarding the proposed project. Any additional public comments received after publication of <br />this report will be forwarded to the Commission. <br /> <br />ENVIRONMENTAL ASSESSMENT <br />The proposed project is consistent with the development density, land uses, development <br />standards and other key parameters established by the Pleasanton Municipal Code, PUD <br />Development Plan, and General Plan, which were reviewed pursuant to CEQA in a previ ously <br />certified and/or adopted environmental document including the Environmental Impact Report <br />
