The applicant states the site plan, building architecture and landscape will remain as they were approved in 2021. The Church’s operational program will remain as it was approved in 2021. Additionally, the project will continue to be completed in phases with the following phasing details: ▪ Phase 1 will be to grade the site and prepare the site for construction (utilities, pads, landscaping, hardscaping). ▪ Phase 2 will be the construction of the approximately 9,792-square-foot church. Phases 1 and 2 are anticipated to take between 2-5 years to complete. ▪ Phase 3 will be completed in three subphases to construct the approximately 24,971-square-foot multi-purpose building. ▪ Phase 3 is anticipated to occur within 5-15 years, with the complete relocation of the church’s existing facility from its current location in Castro Valley within 15 years. Furthermore, the project is also obliged to undertake the following off-site improvements: ▪ Construct a six-foot-wide bicycle lane along its frontage on Dublin Canyon Road;
