P23-0338, 11300 Dublin Canyon Road Planning Commission 6 of 6 (EIR) prepared for the Pleasanton 2005-2025 General Plan, certified in July 2009 which was adopted and certified by the City Council in 2009 under City Counc il Resolution No. 09-312. In order to provide additional project-level analysis, the applicant provided an additional Arborist Report/Tree, Biological Resources Analysis, Geotechnical Investigation, Noise Assessment Study, and Health Risk Assessment Memorandum. The assessments identified measures sufficient to reduce project impacts to a less-than-significant level, and these measures are incorporated as conditions of approval. In addition, the technical studies identified no new information or changed circumstances that would require supplemental environmental review and is consistent with the previously approved EIR and that it is adequate to serve as the environmental documentation for this Project and satisfy all the requirements of the CEQA and therefore confirms that no further environmental review is required. SUMMARY/CONCLUSION With the operational program remaining unchanged, the request is essentially for a time extension on the original approval so the applicant can prepare for building permit submittal. With the request to complete the CAP 2.0 checklist to ensure the overall project’s compliance to the recently adopted CAP 2.0, staff finds the project and operation would continue to meet the intent of the underlying zoning regulations. Staff finds the request is supported, and recommends approval of the project, subject to the Conditions of Approval listed in Exhibit A., which are identical to those of the prior approval, with the addition of the above -noted condition related to compliance with CAP 2.0.
