2023/2024 Planning Commission – Upcoming Work Items Planning Commission <br /> <br />2 of 4 <br /> <br />Project Description Status/Estimated Timeframe <br />for Planning Commission <br />Review <br />Citywide Strategic <br />Plan <br />The Strategic Plan is a new City initiative that will transition from the previous two-year work plan approach <br />to a five-year strategic planning process that will identify longer-term goals, priorities, and action plans and <br />match priorities with available resources. The strategic plan will create a vision for the city’s future and <br />guide the development and implementation of projects and programs that reflect the community's values, <br />needs, and priorities. Work on the Strategic Plan began earlier this year, and has to date included a <br />community survey, focus groups, and public outreach events to solicit input on the Plan. The Draft <br />Strategic Plan will be brought forward to each of the City’s Commissions and Committees for input in this <br />summer, with Council consideration of the Plan scheduled for late summer 2023. <br />June/July 2023 <br />Housing Element <br />Implementation <br />The adopted Housing Element includes numerous implementation programs and actions. Several of these <br />will be initiated in 2023, including the following items expected to involve Planning Commission input and <br />direction: <br /> <br /> • Rezoning of Housing Element Sites in conformance with the Housing Element Summer 2023 <br /> • Adopt miscellaneous “clean-up” amendments to the Pleasanton Municipal Code in conformance <br />with State law, including those related to the City’s “reasonable accommodation” ordinance, <br />modifications to explicitly allow Single Room Occupancy (SRO) units in specified zones; modify <br />provisions with respect to residential care facilities in residential zones; allowing transitional and <br />supportive housing in residential zones; allowing low-barrier navigation centers by right in mixed- <br />use and multifamily zones; amending parking requirements for emergency shelters; and revising <br />the definition of “family.” <br />Fall/Winter 2023 <br /> • Amend Chapter 17.38 - Density Bonus to align with more recently adopted State Housing Density <br />Bonus Law <br />Winter 2023/Spring 2024 <br />Objective Design <br />Standards – <br />Integration with <br />Hacienda PUD <br />The Hacienda PUD has design guidelines, most recently updated in 2019, that regulate residential and <br />commercial development within the business park. The recently adopted city-wide Objective Design <br />Standards for Housing Sites apply to several sites within Hacienda, and so it is necessary to update the <br />Hacienda PUD and Design Guidelines to ensure there is no conflict or ambiguity between standards <br />contained in the two documents. <br />Winter 2023/2024 <br />Stoneridge Mall <br />Master Plan <br />Following adoption of the Stoneridge Mall Framework in January 2023, the City is expecting the various <br />owners of property at the Mall to pursue the development and refinement of a more detailed development <br />plan and related regulatory guidance, likely in the form of a Master Plan that will be subject to City review <br />and approval, including CEQA review. Work is expected to begin later in 2023, with the precise scope and <br />schedule for when items may be brought before the Commission still to be determined. <br />Estimated start: Fall 2023, timing <br />to Planning Commission to be <br />determined <br />Safety Element <br />Update <br />Recent State law has mandated that a local jurisdiction’s General Plan Safety Element be updated to <br />address certain components and topics in conjunction with adoption of its Housing Element. The City is <br />also participating in the Tri-Valley Hazard Mitigation Plan (TVHMP). Update of both the Housing Element <br />and hazard plan prompts updates to the Safety Element. Staff intends to bring forward these amendments <br />for review and adoption in 2023. <br />Fall/Winter 2023
