P19-0008, 5200 Franklin Drive Planning Commission
8 of 11
proposed attendance numbers, add additional tutoring sessions, and/or alter the hours stated
traffic analysis would be required and/or whether payment of traffic fees and implementation of
mitigation measures would be warranted. Additionally, the Traffic Engineering Division has
recommended a condition of approval requiring that all parents/guardians be required to park
in an available parking space when dropping off or picking up students. Double parking,
parking in drive aisles, and curbside drop-off and pick-up would be prohibited.

Parking
There are 138 parking spaces on-site that are shared between the subject building tenants,
which means no specific parking spaces are assigned to any tenants. With a total floor area of
approximately 33,800 square feet, the parking ratio on the site is one space for every 245
square feet of floor area1. With the proposed use occupying approximately 5,287 square-feet
of floor area, 22 parking spaces would, theoretically, be allocated to the proposed use.

Section 18.88.030 (E) of the Pleasanton Municipal Code (PMC), Schedule of off-street parking
space requirements, requires one parking space for each employee, including teachers and
administrators, and one parking space for each four students in Grade 10 or above. As listed in
the tutoring schedules, the following sessions would have students in Grade 10 or above:

Thursday: 6-7:45 p.m. Advance Language Arts Seminar

Saturday: 12:15-2 p.m. High School Contest Math
2:30-4:15 p.m. Precalculus
4:45-6:30 p.m. Calculus

Summer: 9:30 a.m.-
(M-F) 12:30 p.m. Essay Writing

Tables 5 and 6 show the anticipated parking demand by AoPS per the PMC.

Table 5: Parking Demand by AoPS on Weekdays and Weekends
Students 10th Grade and
Above (1 space/4 students)
Staff (1 space/staff) Total Parking Spaces
Needed
Monday Closed 0
Tuesday 0 8 8
Wednesday 0 8 8
Thursday 4 (based on 12 students) 8 12
Friday Closed 0
Saturday 4 (based on 12 students) 8 12
Sunday 0 8 8

1 33,800 sq. ft. ÷ 138 parking spaces = 1 space/245 sq. ft.
