Additionally, the Traffic Engineering Division has <br />recommended a condition of approval requiring all parents/guardians be required to park in an <br />available parking space when dropping off or picking up students. Double parking, parking in <br />drive aisles, and curbside drop-off and pick-up would be prohibited. <br /> <br />Parking <br />There are 138 parking spaces on-site shared between the subject building’s tenants, which <br />means no specific parking spaces are assigned to any tenants. With a total floor area of <br />approximately 33,800 square feet, the parking ratio on the site is one space for every <br />approximate 245 square feet of floor area1. With the proposed use occupying approximately <br />5,287 square-feet of floor area, 22 parking spaces would, theoretically, be allocated to the <br />proposed use. <br /> <br />To assess the existing parking could have the capacity to support the proposed expansion, <br />AoPS staff did a parking count during the week of 4/18/2022 -4/24/2022. The parking counts <br />were taken 30 minutes before and after classes with a 15-minute interval. The data showed <br />the parking spaces occupied by AoPS varied from six to 20 spaces during weekdays and <br />varied from 17-24 spaces on weekends. The parking data also showed during the survey <br />week, no more than 34 percent of the entire parking lot was occupied during weekdays and no <br />more than 17 percent of the parking lot was occupied on weekends. Staff acknowledges Covid <br />has changed business operational models in that many businesses have incorporated working <br />remotely in the operations. Staff visited the project site several times and observed ample <br />parking available on weekdays when the existing businesses were open. To ensure, the <br />expansion of the tutorial facility would not cause parking issues, staff has included a condition <br />of approval which allows the Director of Community Developme nt to refer the use permit back <br />to the Planning Commission for possible mitigation measures (Exhibit A) should <br />issues/concerns bring to staff’s attention. Possible mitigating conditions could include reducing <br />the number of students and/or modifying the arrival/departure times. <br /> <br />The April 2022 parking lot survey is attached as part of Exhibit B as reference. <br /> <br />ALTERNATIVES <br />As outlined in the above analysis staff believes the use, as proposed and conditioned, would <br />be compatible with the other uses in the vicinity and not create adverse impacts, and <br />recommends the Planning Commission approve the project as proposed and conditioned . <br />However, alternatives to the proposal that could be considered by the Planning Commission <br />include: <br /> <br />1. Approval of the requested expansion subject to the recommended conditions of <br />approval; or <br />2. Denial of the proposed expansion, therefore the existing tutoring facility to be operated <br />at its current capacity; or <br />3. Approval of the request with modified hours, number of tutoring sessions, number of <br />students, etc. <br /> <br /> <br /> <br /> <br />1 33,800 sq. ft. ÷ 138 parking spaces = 1 space/245 sq. ft.
