Find the anticipated environmental impacts of the proposed development are <br />adequately evaluated in the Supplemental Environmental Impact Report prepared <br />for the 2011 Housing Element update and none of the conditions in CEQA <br />Guidelines Section 15162 calling for preparation of subsequent environmental <br />review have occurred; <br /> <br />2. Make the PUD (PUD-114-01M) and CUP (P20-0994) findings for the proposed <br />development plan as listed in the agenda report; <br /> <br />3. Adopt resolutions recommending approval of the Planned Unit Development (PUD- <br />114-01M), Minor Subdivision (P20-0995), and Conditional Use Permit (P20-0994) to <br />construct and operate the Resurrection Greek Orthodox Church within a 9,792- <br />square-foot church and 24,971-square-foot multi-purpose building with gymnasium <br />on a 4.3-acre portion of the 16-acre Pleasant View Church of Christ site, subject to <br />Resolution and conditions of approval listed in Exhibits A1 and A2, and forward the <br />application to the City Council for public hearing and review. <br /> <br />EXECUTIVE SUMMARY <br />The applicant, on behalf of Resurrection Greek Orthodox Church, is proposing a Major <br />Modification to Planned Unit Development (PUD-114), Minor Subdivision, and Conditional Use <br />Permit to construct and operate a 9,792-square-foot church and 24,971-square-foot community <br />center on a 4.3-acre portion of the 16-acre Pleasant View Church of Christ site. The PUD <br />development plan currently allows for the subdivision of the 4.3-acre portion of the property <br />into three lots to construct three new single-family residences, three second units, and <br />associated site improvements. The Zoning for the area of property north of the creek is PUD- <br />A-OS (Planned Unit Development Agriculture and Open Space) District and the area south of <br />the creek where the church is being proposed is PUD-RDR (Planned Unit Development <br />Rural Density Residential) District. The entire site has a General Plan designation of Rural <br />Density Residential. The applications were previously reviewed by the Planning Commission <br />as a work session item on April 14, 2021. The applications presented have been revised to <br />reflect the comments received at the work session. The application is now before the Planning <br />Commission for a recommendation to the City Council to approve, approve with conditions, or <br />deny the application. <br /> <br />BACKGROUND <br />PUD-114 and Parcel Map 10539 <br />In August 2016, the City Council approved a rezoning and development plan to rezone the <br />property from the A (Agriculture) District to the PUD-RDR-A/OS (Planned Unit development <br />Rural Density Residential Agriculture/Open Space) district to allow for the construction of <br />three new single-family residences with three accessary dwelling units on an approximately <br />4.3-acre portion of the 16.2-acre site (PUD-114). Subsequent to the PUD approval, in April <br />2017, a four-lot subdivision was approved by the City to subdivide the existing 16.2-acre site <br />into four lots in accordance with the PUD approval. A two-year extension of the map approval <br />was originally granted on April 26, 2019 with an additional one-year extension granted on April <br />9, 2021; however the map has not been recorded. <br /> <br />The conditions of approval for PUD-114 stated the residential lots covered by the PUD <br />development plan would be subject to the permitted and conditional uses of the One-Family <br />Residential District, and the agriculturally zoned portion of the lot covered by the PUD
