Christina Casha
From: Ellen Holmgren
Sent: Monday, June 5, 2023 3:43 PM
To: Todd Nelson
Cc: Ellen Clark
Subject: RE:June 6 Consent Calendar- Item #4
Dear Todd Nelson,
Thank you for your email to the Mayor and City Council. I have forwarded your inquiry to the appropriate City
Department, cc'd here.
If this comment relates to an item on the current City Council agenda and you would like to submit written public
comment, please visit https://forms.cityofpleasantonca.gov/f/writtenpubliccomment.
Thank you for your interest in the City of Pleasanton.
Regards,
Ellen Holmgren,Administrative Assistant
City of Pleasanton
From:Todd Nelson
Sent: Friday,June 2, 2023 1:06 PM
fo: Mayor and City Council<citycouncil@cityofpleasantonca.gov>
Subject:June 6 Consent Calendar- Item #4
***[EXTERNAL]This message comes from an external organization.Exercise caution when opening attachments or clicking links, especially from unknown
senders.***
My concern for this item is that the process used by staff ignores the significant amount of public engagement that went
into the Bicycle and Pedestrian Master Plan. There is very little justification why these projects in item#4 were chosen
above the 100+ prioritized projects in the master plan.
We were told there's no money for the arroyo trails(included in several "Corridor Opportunity Projects"). Yet there's
money for projects that I've never heard anyone request. If you're going to ignore the BPMP, then why not a Pedestrian
Leading Interval signal near the ACE station at Bernal and Pleasanton Ave (requested multiple times)?
The TDA Article 3 funding of$493,513 is the exact amount available to the City of Pleasanton. That money is ours as long
as we follow appropriate guidelines; it is not a competitive grant. The exact amount is being requested without any
attempt to estimate the costs of the individual projects in a manner that adds up to that exact amount.
Finding#6 is questionable. How do you know that the funds are adequate for completion without any sort of estimate?
Finding#8 is questionable. MTC resolution 4108 provides the eligibility requirements and this finding pertains to the
inclusion of these projects in an approved written plan. In Finding#8, staff has added "...or responds to an immediate
ommunity need, such as a quick-build project."These projects are not included in the Bicycle and Pedestrian Master Plan,or any
other approved written plans. The"immediate community need" is not in RES-4108. "Quick build"is in the resolution but implied to
be an interim project from an approved written plan. These proposed projects are not presented as an immediate community need,
anyway.
1
